The University Records Manager serves as the university’s records officer and as an advisor to Libraries and university administration, departments, and offices in the development of K-State’s records and information management (RIM) program. This position requires demonstrated knowledge of RIM and archival theory and practice, as well as excellent written and oral communication skills, including the ability to convey complex records issues to diverse constituencies. Reporting to the University Archivist, establishes RIM policies and procedures, including retention and disposition processes. Works closely with administrative and academic offices to ensure proper scheduling of records, perform surveys of records, and monitor compliance. Provides expertise in accepted standards and best practices of records administration, creation and maintenance of current university records in all formats, record lifecycle-based processes and workflows, and compliance with university policies and federal and state law regarding retention and disposition of active and inactive records. Works with supervisor to assess staffing, facility, technology, and financial resource needs, and to implement plans to meet those needs.
•Serve as university’s records officer, including tracking and ensuring compliance with restrictions on access to active and inactive records under the Kansas Open Records Act, K.S.A. 45-215 et seq.
•Provide leadership in establishing program priorities and creating policies, procedures, and standards to define and facilitate effective RIM.
•Work with campus IT staff to develop requirements for a secure electronic records environment, and collaborate with University Archivist and campus IT staff to develop effective workflows for transferring electronic records to university’s digital archives.
•Train records creators and administrators in effective RIM.
•Serve as member of the University Records and Information Management Committee.
•Assist University Archivist with meeting reference and processing needs of university archives.
•Participate on other Libraries and university committees and teams as appropriate.
•Pursue activities and meet responsibilities necessary for achieving tenure at Kansas State University Libraries.
•Graduate degree from an ALA-accredited program, with a concentration in archives or records management, or a terminal degree in a relevant field and a minimum of 3 years of experience in archives or records management.
•Demonstrated experience in records management or archives management, including knowledge of RIM issues within IT systems and services.
•Proven skill at collaborating in a team environment and in working independently.
•Familiarity with recordkeeping systems and electronic records management systems (ERMS), including vendor solutions for a variety of recordkeeping services.
•Familiarity with issues involving information security for electronic records in a networked environment, as well as legal issues governing university records.
•Demonstrated ability to develop and deliver user-oriented services to various institutional stakeholders.
•Proven ability to embrace change, prioritize and organize effectively, and to show judgment, creativity, and initiative in accomplishing job duties and solving problems.\
