Discussion group feedback:
Mandate
• Mandate is good. Like statement about coherent Library Reference and Instruction services.
• Strengthen mandate (as eLibrary committee has done) to include terms such as “provide leadership”, “initiate”, “develop”.
Membership
• Include staff.
• Include ref. librarians only.
• Include systems representation.
• How are committees populated?
• Representation from all units, up to the units to decide rather than LOMG.
• Review eLib committee structure – elected representation.
• Consistency with other committee membership models.
• Balanced representation junior/senior librarians.
• Term librarian position on committee for one year (don’t have to have continuing appointment to be on a committee).
• Continuing librarians appointed/elected for two years.
• Ask for participation from non-committee members for special projects.
• Create a past-chair member for continuity.
• AUL could attend more meetings.
Reporting structure
• Rather than a rotating AUL, RIC requires someone who advocates and nurtures reference and instruction long-term.
• Committee and AUL should set priorities that meet Library wide objectives.
• Discuss priorities at first meeting and have them approved by LOAC/ LOMG/AUL.
• Define Specific outcomes/goals for the next year.
• RIC Chair report to branches once a year.
• Maybe RIC should be a subcommittee of PSH? PSH then reports to LOAC.

• Work on curriculum committees. Library involvement in curriculum planning is not as extensive as it should be. Participate early in proposed courses and program planning.

Planning/Projects
• Examine the changing role of reference. Provide a survey of current reference (eHelp, IM, email, desk) and instruction (online, classroom) services to help PSH develop priorities and staffing models. Is there a different way of doing it? RIC should play a creative role in how we provide reference (including eHelp, IM) and instruction, share ideas. Committee wouldn’t be responsible for the work but for the direction. How to deliver it, not resource it. (apply for assistance from a Co-Op student)
• How do we redirect staff with fewer resources?
• Where do we want to go with Information Literacy?
• Play a leadership role on the issue of integrating information literacy instruction into the curriculum.
• Database of Learning Objects (possible collaboration with BC Campus, COPPUL, CORIL) rather than static web pages on Staff site.
• Survey tools for library instructors (pre-test/post-test), investigate possibilities.
• Facilities and equipment to support instruction – regular update and review.
• Investigate new instruction software – pod casting.
• Review options for federated searching tools.
• Host/sponsor teaching revitalization workshops (TAG, UBCLAA) Continue Graduate Student Workshop series.
• Review online registration system. What happens with old bookings?
• Review Subject Guides (format, content, and template).
• Review of website content.
• Plagiarism resources.
• RefWorks evaluate/review for continuation.
• Host annual roundtable/forum on Reference and Instruction – open to librarians and staff.
Best practices
• Office of Learning Technology as good model for providing user focused services

• Minutes – more timely, agenda for discussion. Post agendas for RIC to Lib-all and invite anyone interested to attend or post comments to the chair. Before formal minutes appear, post as a discussion paper to Lib-all for input.
• Consult with students, user testing.
• Staff invited to observe teaching, peer evaluation.
Education needed:
• Writing proposals, budgets, costing.
• Decision making process.
• How do discussion papers fit in with RIC mandate?
• Coordination of website, outreach. Where does it fit?
• Information about external funding opportunities?
Outstanding Issues:
• RIC had no power. Committees need to be empowered to implement recommendations and be backed up with authority and resources
• Dissolution of Information Services division.
• Identify a dedicated group of people whose job description includes some time dedicated to web, outreach, information literacy. Work cannot be done by a committee.
• Are the committees relevant now? Would other structures work better? Small working groups?
• Small concrete items were accomplished (search boxes) but there was no time for bigger picture issues
• Mandate is unclear, ambiguous. What are the roles and responsibilities?
