<p>Hello Everyone,</p>
<p>I am writing on behalf of Lea Starr to send the sincere thanks of LOMG<br />
members to all the members, past and present, of the Reference &#038;<br />
Instruction Committee (RIC) for their hard work and dedication to the<br />
RIC mandate.</p>
<p>Over the years RIC members have provided leadership and vision on the<br />
development and implementation of Library reference and instruction<br />
service, determined how to best incorporate current trends and best<br />
practices in the development of new services, initiated discussion and<br />
collaboration between the Library and the broader academic community<br />
around reference and instruction, and integrating information literacy<br />
across the University’s programmes and academic curricula.</p>
<p>Having fulfilled the terms of its mandate, the Reference and Instruction<br />
Committee has been disbanded and will be superceded by the Teaching and<br />
Learning Advisory Committee. Lea Starr, Trish Rosseel and Julie Mitchell<br />
are co-ordinating the establishment of the Teaching and Learning<br />
Committee. Trish e-mailed lib-all on April 1st with the Terms of<br />
Reference for the new committee and a call for volunteers &#8211; please see<br />

<td width="22%" valign="top">1. Strategic plan for the Reference and Instruction Committee.</p>

<td width="52%" valign="top">Members discussed many issues around the Reference and Instruction Committee&#8217;s (RIC) clarity of focus, mandate, and purpose. Specific<br />
questions and subsequent discussion included:</p>
<p><strong>Reporting Structure </strong></p>
<p>Is this the right way for a committee to work? How effective is the reporting structure? RIC currently reports to Public Services<br />
Committee (PSC) and co-chairs currently meet monthly with Lea Starr. RIC doesn&#8217;t have authority to enact recommendations or make<br />
decisions, so what does it accomplish as a committee? A committee reporting to a committee presents a problem in terms of work flow and<br />
representation. Vanessa, as PSC Head, doesn&#8217;t find the current reporting structure enables her to represent fully RIC&#8217;s work and<br />
recommendations to PSC.</p>
<p><strong>Membership</strong></p>
<p>Membership is another issue. As all units are represented, it&#8217;s a difficult structure to maintain for small branches or service units.<br />
Larger units have term members, while smaller units have no one else to represent their area. Consequently, some divisions have<br />
rotating members, while others have representatives who have been on RIC since its inception.</p>
<p>Reference work is also done by Library Assistants, and Graduate Academic Assistants. They are not represented on RIC. There is no<br />
formal inclusion of other members of the campus community who could act in an advisory capacity, such as a representative of TAG. There<br />
are currently no administrative heads on RIC. This absence means an absence of administrative perspective on various issues.</p>
<p><strong>Focus</strong></p>
<p>Does it make sense for the Reference and Instruction to be combined in a single committee? Over time RIC has focused less attention on<br />
reference activities and instructional best practices. There is often attention paid if there is a technical aspect to teaching (e.g.<br />
Wimba), but not to non-technical instructional strategies. RIC has also been involved in projects and working groups, which generate<br />
their own reports and follow-ups and take up meeting time.</p>
<p>Do we want to focus on the Teaching &amp; Learning aspect, as we have a Teaching &amp; Learning Librarian to whom a redesigned<br />
committee might report?</p>
<p>Reference activities have their own instructional and coaching aspects, which might fit into a larger instruction model. Encounters<br />
with patrons at the Reference Desk often reveal issues related to website design and navigation and remote and onsite access to<br />
materials. Reference interviews provide insight into how users interact with our system, how they research, how effective they find our<br />
collection development strategies, and what they want in terms of services.</p>
<p><strong>Benefits</strong></p>
<p>Despite existing problems with RIC, committee members also discussed benefits. RIC provides both a venue and an opportunity for the<br />
interests of reference and teaching librarians to be shared and heard. If the composition changes, how do we ensure that reference and<br />
teaching librarians still get together and share necessary information? How do we ensure that there is a mechanism for other committees<br />
to get feedback on how their services, projects, and initiatives impact on the reference and instructional services of the Library?</p>
<p><strong>Potential models </strong></p>
<p>Members spent a lot of time discussing possible models for a revitalized committee.</p>
<p>Members preferred a two-tiered committee model, which would have two functions-Advisory (Decision and Direction) and Best Practices.</p>
<p>Trish sits on PSC and, as the Teaching &amp; Learning Librarian, is a good fit to be the person to whom this new model reports. Trish<br />
also reports to Lea.</p>
<p>The advisory group tier, headed by Trish, would have fewer members than the current incarnation of RIC. It would include reference and<br />
instructional librarians, two administrative heads who are involved in teaching, and other campus stakeholders (e.g. TAG, faculty<br />
member(s)).</p>
<p>Having administrative heads as part of the team will help in terms of executive power, as well as offering library wide perspective on<br />
various issues. The budgets for reference and instructional activities are resourced at the branch level. Branch Heads have to be<br />
convinced to re-allocate staff time to spend on activities and projects.</p>
<p>Both Heads and external stakeholders can be a challenge to recruit, as they are often over-committed to other responsibilities. Perhaps<br />
the advisory committee could meet less frequently (quarterly or bi-monthly)</p>
<p>The best practices tier, also coordinated by Trish could meet monthly, bimonthly or quarterly, and would include forums for sharing<br />
teaching and reference best practices. The forums could include invitations to the wider UBC library community in order to engage<br />
others who provide reference and instruction, but who do not sit on RIC.</p>
<p>Working groups would also have their place in this new structure, coming out of priorities determined at the Advisory Group level.<br />
Project charters and reporting structures will shape the individual working groups.</td>
<td width="25%" valign="top">Lea will liaise with Human Resources to take over the role of organizing opportunities for librarians and staff to share conference<br />
experiences.</p>
<p>Trish and Lea will draft a new committee structure.</p>
<p>Trish will develop a one-page summary of the background and discussion of the proposed changes to RIC, which will be sent to RIC<br />
members for feedback and then brought to</p>
<p>PSC.</p>
<p>There will be no new meetings of RIC until the new structure is decided and finalized.</td>

<td width="22%" valign="top">2. Subject Guides Working Group Final Report (August 2009) &#8211; Lea Starr presented to the Public Services Committee in October (FYI).</td>

post-report Subject Guides Implementation Team has had their first meeting. They will soon organize a larger consultation meeting with<br />

<td width="52%" valign="top">Trish, Julie and Eugene are on the Strategic Plan Steering Committee which has to do with Teaching &amp; Learning.</p>
<p>They are now pulling together an environmental scan and wanted some feedback from RIC members.</p>
<p><strong>External factors of the environmental scan are</strong><br />

, (vista and library instruction web site, social web)</li>
<li> <strong>curriculum change</strong></li>
<li> <strong>research</strong><br />
(evidence based research, how do we do research that furthers our work, how do we use assessment tools)<strong> </strong></li>
<li> <strong>student enrollments and demographics</strong><br />
(large commuter population, international, graduates, 78% are taking online courses)</li>
<li> <strong>liaison roles</strong><br />
(changing and expanding-more support needed with more education and training, e-science, copyright), reference desk, community<br />
outreach (UBC library +IKBLC))</li>
<li> <strong>learning and information commons</strong><br />
(peer learning model working with existing librarian lead instruction, how does library extend with commons activities across the<br />
system, but outside the library)</li>
</ol>
<p><strong>Feedback from RIC</strong></p>
<p>These new models of distributed Learning Commons are much like the faculty reading rooms. Paula is working with Planning reading room.<br />
Shirin stated that the Asian Studies reading room also serves as a TA space.</p>
<p>Community is a strategic priority for the University. This includes people who live at UBC, members of the Learning Exchange, and<br />
community members who are based outside of UBC. Is there a way to connect with IKBLC to identify the stakeholders in order to ensure<br />
consultation?</p>
<p>Interdisciplinary research and students taking courses outside of their declared majors are other important elements to consider for<br />
our user demographics.</p>
<p>Many institute faculty appointments currently have no specific liaison librarians because they aren&#8217;t appointed to a department (e.g.<br />
the Institute of Interdisciplinary Studies and the Liu Institute). The same applies for Centres for research, however Asian Library<br />
librarians take on a liaison role to scholars whose research requires language and area-specific support. This includes individuals who<br />
fall under the umbrella of the Institute for Asian Research.</p>
<p>Curriculum change should also reflect the need to understand the cognitive and pedagogical underpinnings and implications of the work<br />
of faculty members like Carl Wieman.</p>
<p>RIC members would also like some mention of core competencies expected of students when they graduate</p>
<p>In terms of student demographics, concern was raised about only considering non-Canadian International students within these figures.<br />
Other types of internationalization such as multi-culturalism and globalization, as well as other types of diversity within the student<br />
body should be addressed.</p>
<p>Our liaison role should also include support for provided for assisting faculty in their research.</td>

<td width="420" valign="top">Replaces the Term Paper Research clinic that the library has formerly offered. Clear mandate not to duplicate reference desk services<br />
provided at the library reference desks. Focus on getting students started and referring them to the appropriate reference desk.<br />
Staffed by volunteer SLAIS students who have been through at least the core courses, some are currently GAAs. Julie will review all of<br />

<p>Graduate Student Series being publicized with FoGS and on library websites.</p>
<p>New teaching and learning blog <a href="http://blogs.ubc.ca/librarylearning/">http://blogs.ubc.ca/librarylearning/</a></p>
<p>Student to Scholar Series – library participating by tagging our workshops of interest to undergraduates (i.e. RefWorks) with the<br />
student to scholar tag. Increases publicity of library workshops.</p>
<p>Continuing Studies Support – consulting with library and then have a conversation with Continuing Studies to be clear and<br />
consistent in our services.</p>
<p>Distance Ed Support &#8211; Extension library branch will be closing by May 2010. There will be a new guide for Distance Education students<br />
– like the ones on “Services For You”.</p>
<p>Orphaned pages: Trish has been discussing with eStrategy and Website Redesign committees about orphaned pages. She will be creating a<br />
working group to create an inventory of the orphaned pages for instructional web pages and look at redesigning.</td>

<p>Trish will email lib-all to learn about what we have been doing for Continuing Studies</p>

<td width="420" valign="top">Katherine Miller worked with UBC LEAP and the Undergraduate Biology Program. Thanks to Julie Mitchell for connecting the interested<br />
parties.</p>
<p>The original goal was to create a short video for BIOL 140 students to reinforce all the ways they can get research help from the<br />
library. The videos are of students talking to students giving their tips. The students discuss, in an improvised way, their tips on<br />
how to succeed with library research. The students discussed some other topics we thought would make good short videos – i.e.<br />
RefWorks. These videos have now been uploaded to YouTube and are available for use.</p>

						Linda reported to the Public Services Committee on July 8, 2009. The report was well received.

						Linda asked the Committee about Laptop carts and Leonora said that she would follow-up on this issue. Linda also raised the issue of<br />
						lack of teaching space for discussion.

						Linda shared email from Lea Starr thanking RIC for participating in the organization of the Conference Summaries roundtable. Overall,<br />
						the roundtable was quite successful.
					</p>
<p>
						Discussion concerning possibility of holding a summer session and a winter session. Committee members would like more time at future<br />
						roundtables to discuss the ways in which the things learned and discussed at conferences could be applied at UBC Library. Jan mentioned<br />
						that UBCO tends to discuss conference participation on a more informal basis due to the small size of its staff.
					</p>
<p>
						Perhaps K7 or the Victoria Theatre (IKBLC) could be booked for December roundtable so that UBCO may participate.
					</p>

						Trish updated committee on session held on July 23, 2009.
					</p>
<p>
						Faculty of Graduate Studies (FOGS) has a Professional Development Program with which the Library could perhaps tie in its events. Trish<br />
						hopes to promote sessions through FOGS and TAG.

						Many ideas were brought forth as possible topics for workshops: advanced searching, eBooks, Theses and Dissertations, RefWorks, Open<br />
						Access and Circle, Copyright, Visual Literacy etc..

						To start discussion, Linda posed the questions: &#8220;Where do we see RIC going in the next couple of years? How do we see reference<br />
						services at UBC changing? &#8221; Discussion followed concerning RIC&#8217;s first mandate and the second, revised mandate.
					</p>
<p>
						Some points raised during the discussion include:
					</p>
<ul type="disc">
<li>
							We need to be a group in the Library that is an advocate for service (e.g. access issues with VPN).
						</li>
<li>
							Perhaps a LOMG member could attend our meetings or part of our meetings, rather than chairs meeting with LOMG representative once<br />
							per month? Members viewed this as a very positive recommendation and there was widespread support for this idea.
						</li>
<li>
							Perhaps we could have a committee roundtable and speak about reference services throughout the library &#8211; who is doing what where.
						</li>
<li>
							Discussion re: University of Alberta&#8217;s one desk model. Jan mentioned that UBCO is visiting U of A and volunteered to report back to<br />
							RIC.
						</li>
<li>
							Eugene spoke about success of EStrategy&#8217;s two tier model.
						</li>
<li>
							Linda shared a letter from Terry Horner concerning the Music Library&#8217;s participation in RIC.
						</li>
<li>
							Suggestion that an E-Strategy member always be a member of RIC.
						</li>
<li>
							What specific services/issues are RIC responsible for?
						</li>
<ul type="circle">
<li>
								RIC should be involved in articulating/working on the Information Literacy goals for the Library.
							</li>
<li>
								Should the AskAway coordinator be invited to be involved with RIC?
							</li>
</ul>

						<strong>Brainstorming concerning the &#8220;bigger picture&#8221; issues that should be included in RIC&#8217;s mandate:</strong>

						Suzan Zagar has offered to come and speak with RIC about issues concerning Captivate in September or October. Linda asked for the<br />
						committee&#8217;s thoughts on timing. RIC members felt that people who have requested software should have time to use the software before<br />
						such discussion takes place.

						Future discussions could possibly include talking about collaborating and pooling ideas concerning best practices.
					</p>
<p>
						Discussion concerning possibility of centralizing Captivate &#8211; whether that be with one person or the possibility of forming a group who<br />
						uses Captivate that regularly meets.

						Branch discussions included questions regarding timeline and the need to be flexible in adoption of new tools.

						implementation schedule to be worked out. The possibility of piloting tools was also discussed.

						for fall classes.

						TR discussed UBC Library participation in orientations/tours. TR and JM will be recruiting volunteers to assist with upcoming<br />
						orientation events. TR would like to explore inviting LAs to assist with this work.

University Wide Orientation on August 27 will include a History of UBC provided by						<a href="http://toby.library.ubc.ca/libstaff/showperson.cfm?PID=339">Erwin Wodarczak</a> from Archives and well as a Library Booth at<br />
						the event that will be staffed by Linda Dunbar and Trish Rosseel.
