Seattle: http://www.canadainternational.gc.ca/seattle/imm/index.aspx?lang=eng&menu_id=2 (oddly, this page offers instructions for Buffalo, but is the Seattle site’s only reference to changed mailing procedures)  Their standard mailing procedures seem unchanged: http://www.canadainternational.gc.ca/seattle/imm/SEATL%20Document%20Return%20Procedure.aspx?lang=eng (but do include a courier option).

Washington: http://www.canadainternational.gc.ca/washington/imm/index.aspx?lang=eng&menu_id=78 (like with the Seattle office, offers information about mailing to Buffalo).
