Vice City is an anti-warfare state; all currently peaceful countries will be considered allies while war-active countries will be considered enemies. In times of war, Vice City will offer to supply reinforcements to defending countries. However, war involvement will always be strategically analyzed based on the form of benefit (monetary or import) and the success rate of the operation. To this end, Vice City will never involve itself in conflicts for domination. In fact, Vice City will never assist in offensive warfare; always defensive. Therefore, Vice City’s military presence will be used to enforce world peace, but simultaneously needed to possess the ability to fend off attacks itself. Ultimately, all tactics and training will be strictly defensive but will be the world leader in this area of expertise.

In the context of these quotes, Mozi argues that no matter the scale of the killing, conflict resulting in the taking of another’s life is always wrong (since it is during Warring States Period). However, at the time, perhaps even now, a portion of the people in the world still views the victor and conqueror as just depending on the objective of the uprising. In fact, historically, Mozi saved the state of Song with his expertise in defensive warfare against the scaling ladder. Vice City supports Mozi’s perspective and also views all forms of killing as punishable by death.

Vice City’s allies will enjoy profitable trade opportunities. Vice City will enforce a free trade market where there will be no restrictions on the level of imports and exports. This aim aligns strategically to the objectives of the World Trade Organization: to support open markets, fair trade, and non-discrimination. Although there will be no upper bound on the level of export, there will be a preliminary requirement to fulfill domestic demands first before approaching internationally; all companies will be required to contribute. On the contrary, while international financial aid will be considered, the outcome of the assistance must guarantee some level of return in the future.
