Because insufficient hazard zoning regulations allowed residential development on the floodplain of the river, multiple houses were destroyed and others were severely impacted. To mitigate this hazard, the District of North Vancouver paid the equivalent of $16 million to move this stretch of Mosquito Creek into an underground box culvert. The new channel was a rip rap lining and railway tie fencing to slow the movement of woody debris.
