The scope of ET includes everything from textbooks to personal computers.
ET is assessed based on three main characteristics: cost, effectiveness and surrounding characteristics.
Cost
There are at least two types of costs, fixed and variable, to be considered in order to acquire, implement and maintain educational technology.
Effectiveness
More expensive, more complex system not necessarily more effective – it depends on specific goals.
Surrounding Conditions
What factors/forms of support are necessary to maximize learning with the resources available?
What are the major obstacles?

Educational goals must drive the technology decisions, rather than vice versa.
