From the passage, we know that there is no limitation and regulation about the usage of underground water in BC province, which means that Nestle can subtract underground water without paying a cent. In that case, Nestle and other companies can use large amount of underground water and gain huge profit from the business with extremely low cost. Thus, these companies are more likely to subtract more underground water and cause serious ground depression.

But it is pretty hard for these companies to subtract less water in order to do the business ethics. Because some stockholders are unlikely to earn less money in order to protect the underground water supply. Their goal is to make more profit from the business instead of loss.  Based on the factors above, I believe that there are always conflict between business ethics and profit.

And there is no doubt that companies should be responsible for water withdrawal. Therefore, it is of vital importance for companies to keep balance between ethics and profits. For example, the staffs of these companies can subtract part of their income to pay for the underground water fee.

In my point of view, Nestle and other companies should be responsible for utilizing the underground water. They are supposed to be charged by subtracting a certain amount of underground water. Government should carry out some mandatory policies and regulations to prevent firms from withdrawing too much underground water.
