THE AWAKENING IN AMERICA

The “Occupy” movement that has swept across the country over the last four weeks is already the most significant radical breakthrough in America since the 1960s. And it is just beginning.

It started on September 17, when some 2000 people came together in New York City to “Occupy Wall Street” in protest against the increasingly glaring domination of a tiny economic elite over the “other 99%.” The participants began an ongoing tent-city type occupation of a park near Wall Street (redubbed Liberty Plaza in a salute to the Tahrir Square occupation in Egypt) and formed a general assembly that has continued to meet every day.

Though at first almost totally ignored by the mainstream media, this action rapidly began to inspire similar occupations in hundreds of cities across the country and many others around the world.

The ruling elite don’t know what’s hit them and have suddenly been thrown on the defensive, while the clueless media pundits try to dismiss the movement for failing to articulate a coherent program or list of demands. The participants have of course expressed numerous grievances, grievances that are obvious enough to anyone who has been paying attention to what’s been going on in the world. But they have wisely avoided limiting themselves to a single demand, or even just a few demands, because it has become increasingly clear that every aspect of the system is problematic and that all the problems are interrelated. Instead, recognizing that POPULAR PARTICIPATION IS ITSELF AN ESSENTIAL PART OF ANY REAL SOLUTION, the New York assembly came up with a disarmingly simple yet eminently subversive proposal, urging the people of the world to “Exercise your right to peaceably assemble; occupy public space; create a process to address the problems we face, and generate solutions accessible to everyone. . . . Join us and make your voices heard!”

Almost as clueless are those doctrinaire radicals who remain on the sidelines glumly predicting that the movement will be coopted or complaining that it hasn’t instantly adopted the most radical positions. They of all people should know that the DYNAMIC of social movements is far more important than their ostensible ideological positions. Revolutions arise out of complex processes of social debate and interaction that happen to reach a critical mass and trigger a chain reaction — processes very much like what we are seeing at this moment. The “99%” slogan may not be a very precise “class analysis,” but it’s a close enough approximation for starters, an excellent meme to cut through a lot of traditional sociological jargon and make the point that the vast majority of people are subordinate to a system run by and for a tiny ruling elite. And it rightly puts the focus on theeconomic institutions rather than on the politicians who are merely their lackeys. The countless grievances may not constitute a coherent program, but taken as a whole they already imply a fundamental transformation of the system. The nature of that transformation will become clearer as the struggle develops. If the movement ends up forcing the system to come up with some sort of significant, New Deal-type reforms, so much the better — that will temporarily ease conditions so we can more easily push further. If the system proves incapable of implementing any significant reforms, that will force people to look into more radical alternatives.

As for cooption, there will indeed be many attempts to take over or manipulate the movement. But I don’t think they’ll have a very easy time of it. From the beginning the occupation movement has been resolutely antihierarchical and participatory. General assembly decisions are scrupulously democratic and most decisions are taken by consensus — a process which can sometimes be unwieldy, but which has the merit of making any manipulation practically impossible. In fact, THE REAL THREAT IS THE OTHER WAY AROUND: The example of participatory democracy ultimately threatens all hierarchies and social divisions, including those between rank-and-file workers and their union bureaucracies, and between political parties and their constituents. Which is why so many politicians and union bureaucrats are trying to jump on the bandwagon. That is a reflection of our strength, not of our weakness. (Cooption happens when we are tricked into riding in THEIR wagons.) The assemblies may of course agree to collaborate with some political group for a demonstration or with some labor union for a strike, but most of them are taking care that the distinctions remain clear, and practically all of them have sharply distanced themselves from both of the major political parties.

While the movement is eclectic and open to everyone, it is safe to say that its underlying spirit is strongly antiauthoritarian, drawing inspiration not only from recent popular movements in Argentina, Tunisia, Egypt, Greece, Spain and other countries, but from anarchist and situationist theories and tactics. As the editor of Adbusters (one of the groups that helped initiate the movement) noted:

“We are not just inspired by what happened in the Arab Spring recently, we are students of the Situationist movement. Those are the people who gave birth to what many people think was the first global revolution back in 1968 when some uprisings in Paris suddenly inspired uprisings all over the world. All of a sudden universities and cities were exploding. This was done by a small group of people, the Situationists, who were like the philosophical backbone of the movement. One of the key guys was Guy Debord, who wrote THE SOCIETY OF THE SPECTACLE. The idea is that if you have a very powerful meme — a very powerful idea — and the moment is ripe, then that is enough to ignite a revolution. This is the background that we come out of.”

The May 1968 revolt in France was in fact also an “occupation movement” — one of its most notable features was the occupation of the Sorbonne and other public buildings, which then inspired the occupation of factories all over the country by more than 10 million workers. (Needless to say, we are still very far from something like that, which can hardly happen until American workers bypass their union bureaucracies and take collective action on their own, as they did in France.)

As the movement spreads to hundreds of cities, it is important to note that each of the new occupations and assemblies remains TOTALLY AUTONOMOUS. Though inspired by the original Wall Street occupation, they have all been created by the people in their own communities. No outside person or group has the slightest control over any of these assemblies. Which is just as it should be. When the local assemblies see a practical need for coordination, they will coordinate; in the mean time, the proliferation of autonomous groups and actions is safer and more fruitful than the top-down “unity” for which bureaucrats are always appealing. Safer, because it counteracts repression: if the occupation in one city is crushed (or coopted), the movement will still be alive and well in a hundred others. More fruitful, because this diversity enables people to share and compare among a wider range of tactics and ideas.

Each assembly is working out its own procedures. Some are operating by strict consensus, others by majority vote, others with various combinations of the two (e.g. a “modified consensus” policy of requiring only 90% agreement). Some are remaining strictly within the law, others are engaging in various kinds of civil disobedience. They are establishing diverse types of committees or “working groups” to deal with particular issues, and diverse methods of ensuring the accountability of delegates or spokespeople.

They are making diverse decisions as to how to deal with media, with police and with provocateurs, and adopting diverse ways of collaborating with other groups or causes. Many types of organization are possible; what is essential is that things remain transparent, democratic and participatory, that any tendency toward hierarchy or manipulation is immediately exposed and rejected.

Another new feature of this movement is that, in contrast to previous radical movements that tended to come together around a particular issue on a particular day and then disperse, the current occupations are settling in their locations with no end date. They’re there for the long haul, with time to grow roots and experiment with all sorts of new possibilities.

YOU HAVE TO PARTICIPATE TO UNDERSTAND WHAT IS REALLY GOING ON. Not everyone will be up for joining in the overnight occupations, but practically anyone can take part in the general assemblies. At http://occupytogether.org you can find out about occupations (or planned occupations) in more than a thousand cities in the United States as well as several hundred others around the world.

The occupations are bringing together all sorts of people coming from all sorts of different backgrounds. This can be a new and perhaps unsettling experience for some people, but it’s amazing how quickly the barriers break down when you’re working together on an exciting collective project. The consensus method may at first seem tedious, especially if an assembly is using the “people’s mic” system (in which the assembly echoes each phrase of the speaker so that everybody can hear). But it has the advantage of encouraging people to speak to the point, and after a little while you get into the rhythm and begin to appreciate the effect of everyone focusing on each phrase together, and of everyone getting a chance to have their say and see their concerns get a respectful hearing from everyone else.

In this process we are already getting a taste of a new kind of life, life as it could be if we weren’t stuck in such an absurd and anachronistic social system. So much is happening so quickly that we hardly know how to express it. Feelings like: “I can’t believe it! Finally! This is it! Or at least it COULD be it — what we’ve been waiting for for so long, the sort of human awakening that we’ve dreamed of but didn’t know if it would ever actually happen in our lifetime.” Now it’s here and I know I’m not the only one with tears of joy. A woman speaking at the first Occupy Oakland general assembly said, “I came here today not just to change the world, but to change myself.” I think everyone there knew what she meant. In this brave new world we’re all beginners. We’re all going to be making lots of mistakes. That is only to be expected, and it’s okay. We’re new at this. But under these new conditions we’ll learn fast.

At that same assembly someone else had a sign that said: “There are more reasons to be excited than to be scared.”

FOCUS OF THE SPECIAL ISSUE

The core issue of our time is the reality of the promise of perpetual war and escalating color-coded inequality met by the potential of a mass, activist, class-conscious movement to transform both daily life and the system of capitalism itself. In this context, schools in the empires of the world are the centripetal organizing points of much of life. While the claim of capitalist schooling is, in the classics, education, “leading out,” the reality is that schools are segregated illusion factories, in some cases human munition factories. Rather than leading out, they encapsulate.

Mainstream educational and social research typically ignores, disconnects, the ineluctable relationships of what is in fact capitalist schooling, class war, imperialist war, and the development of varying forms of corporate states around the world.

At issue, of course, is: What to do?

The long view, either in philosophy or social practice is revolution as things must change, and they will.

Connecting the long view to what must also be a long slog necessarily involves a careful look at existing local, national, and international conditions; working out tactics and strategies that all can understand, none taken apart from a grand strategy of equality and justice.

 GUIDELINES

The editors are seeking manuscripts that explore education for revolution and are informed by Marxist perspectives. We are particularly interested in manuscripts that explore and examine:

  • local/regional contexts and educational activism linked to global anti-capitalist movements;
  • broad foundational and historical themes related to education and revolution (e.g., philosophy, social movements, community organizing, literacy, popular education, etc.); and
  • organizational and practitioner perspectives.

 The editors are also interested in reviews of books, film, and other media related to education for revolution.

 Article manuscripts should be approximately 5,000-10,000 words in length (20-40 pages), although we will consider manuscripts of varying lengths. The editors prefer that manuscripts be prepared  using either APA or Chicago styles. Manuscripts should be submitted as email attachments (Microsoft Word or RTF)  to the both editors: rgibson@pipeline.com and wayne.ross@ubc.ca.

Authors interested in submitting manuscripts should email manuscript title and a brief description to the editors by December 1, 2011. Final manuscripts are due April 1, 2012.

Greek Universities in Danger

In the last few years, a wave of ‘reforms’ within the European Union and throughout the world has subjected Higher Education to the logic of the market. Higher Education has increasingly been transformed from a public good and a civil right to a commodity for the wealthy. The self-government of Universities and the autonomy of academic processes are also being eroded. The processes of knowledge production and acquisition, as well as the working conditions of the academic community, are now governed by the principles of the private sector, from which Universities are obliged to seek funds.

Greece is possibly the only European Union country where attempts to implement these ‘reforms’ have so far failed. Important factors in this failure are the intense opposition of Greek society as well as the Greek Constitution, according to which Higher Education is provided exclusively by public, fully self-governed and state-funded institutions.

According to the existing institutional framework for the functioning of Universities, itself the result of academic and student struggles before and after the military dictatorship (1967-1974), universities govern themselves through bodies elected by the academic community. Although this institutional framework has contributed enormously to the development of Higher Education in Greece, insufficient funding and suffocating state control, as well as certain unlawful and unprofessional practices by the academic community, have rendered Higher Education reform necessary.

The current government has now hastily attempted a radical reform of Higher Education. On the pretext of the improvement of the ‘quality of education’ and its harmonization with ‘international academic standards’, the government is promoting the principles of ‘reciprocity’ in Higher Education. At the same time, it is drastically decreasing public funding for education (up to 50% decrease) which is already amongst the lowest in the European Union. New appointments of teaching staff will follow a ratio 1:10 to the retirement of existing staff members. This will have devastating results in the academic teaching process as well as in the progress of scientific knowledge.

The government proposals seek to bypass the constitutional obligations of the state towards public Universities and abolish their academic character.

The self-government of Universities will be circumvented, with the current elected governing bodies replaced by appointed ‘Councils’ who will not be accountable to the academic community.
The future of Universities located on the periphery, as well as of University departments dedicated to ‘non-commercial’ scientific fields, looks gloomy.

Academic staff will no longer be regarded as public functionaries. The existing national payscale is to be abolished and replaced by individualized, ‘productivity’ related payscales, while insecure employment is to become the norm for lower rank employees.

Higher Education will be transformed into ‘training’ and, along with research, gradually submitted to market forces.
The government proposals have been rejected by the Greek academic community. The Council of Vice-Chancellors and the Senates of almost all Universities have publicly called the government to withdraw the proposals and have suggested alternative proposals which can more effectively deal with the problems of Greek Universities. Despite this, the government proceeds with promoting its proposals, in confrontation with the entire academic community.

We appeal to our colleagues from the international academic community, who have experienced the consequences of similar reforms, to support us in our struggle to defend education as a public good. We fight, together with our British, French, Dutch, Italian, Spanish and other colleagues, for the respect of the academic tradition of the European universitas in current conditions.

We, the undersigned, express our support for Greek academics who oppose the Higher Education reform proposed by the government, which hinders the research and teaching potential of Greek Universities.

Any process aiming to improve the institutional frame of Higher Education has to decisively take into account the positions of the academic community. We understand that the vast majority of the Senates of Greek Universities, the Council of Vice-Chancellors of Greek Universities, as well as the local organisations of University teachers have publicly expressed their opposition to government proposals.

We ask the Greek Prime Minister, Mr. Giorgos Papandreou, and the Minister of Education, Life-Long Learning and Religions, Ms. Anna Diamantopoulou

(a) not to proceed with voting the law, as the direction it has taken has proven devastating for Higher Education wherever it was implemented

(b) to start a real dialogue with the Senates of Universities aiming towards an institutional frame that will safeguard the constitutionally protected self-government of Universities and the public funding of Higher Education, and will respect the principles of European academic traditions regarding the public functioning of Universities.

Praising Karl Marx might seem as perverse as putting in a good word for the Boston Strangler. Were not Marx’s ideas responsible for despotism, mass murder, labor camps, economic catastrophe, and the loss of liberty for millions of men and women? Was not one of his devoted disciples a paranoid Georgian peasant by the name of Stalin, and another a brutal Chinese dictator who may well have had the blood of some 30 million of his people on his hands?

The truth is that Marx was no more responsible for the monstrous oppression of the communist world than Jesus was responsible for the Inquisition. For one thing, Marx would have scorned the idea that socialism could take root in desperately impoverished, chronically backward societies like Russia and China. If it did, then the result would simply be what he called “generalized scarcity,” by which he means that everyone would now be deprived, not just the poor. It would mean a recycling of “the old filthy business”—or, in less tasteful translation, “the same old crap.” Marxism is a theory of how well-heeled capitalist nations might use their immense resources to achieve justice and prosperity for their people. It is not a program by which nations bereft of material resources, a flourishing civic culture, a democratic heritage, a well-evolved technology, enlightened liberal traditions, and a skilled, educated work force might catapult themselves into the modern age.

Education and the State: A Critical Antidote to the Commercialized, Racist, and Militaristic Social Order

The Rouge Forum 2011 will be held at Lewis University. The University’s main campus is located in Romeoville, IL, which is 30 minutes southwest of Chicago, IL. The conference will be held May 19-22.

Proposals for papers, panels, performances, workshops, and other multimedia presentations should include title(s) and names and contact information for presenter(s). The deadline for sending proposals is March 22. The Steering Committee will email acceptance or rejection notices by April 1. The proposal formats available to the presenters are as follows:

Bringing together academic presentations and performances (from some of the most prominent voices for democratic, critical, and/or revolutionary pedagogy), panel discussions, community-building, and cultural events, this action-oriented conference will center on questions such as:

  • Transforming the notion of “saving public education” to one of creating education in the public interest, what does teaching and learning for a democratic society look like?
  • How do we educate the public and our youth to understand the implications of “saving public education” through corporate and militaristic practices, such as standardized examinations, zero-tolerance policies, charter schools, and corporate donations?
  • How will educational initiatives supported by the Obama Administration and many other politicians impact teachers, students, and communities across the US?
  • What does education for liberation look like compared to the more socially reproductive/dominating education we see in many of our nation’s schools?
  • What debts will future generations, including the students we may teach, carry because our financial, governmental, and military endeavors have not been concerned with public goods?

SUBMISSIONS
Proposal Formats

Individual Proposal: (45 minutes)
The Rouge Forum welcomes individual paper proposals, with the understanding that those accepted will be grouped together around common or overlapping themes, Presenters will have approximately 45 minutes to present or summarize their individual papers. Individual paper submissions will be considered for panels with the same topic/theme. If you would prefer to present your paper/research individually you should consider the alternative format proposal. A 300-500 word abstract of the paper will be peer reviewed for acceptance to the conference.

Symposium Proposal: (90 minutes)
Presenters are also welcomed to submit proposals for a symposium. A symposium is typically composed of a chair and discussant and three to five participants who present or summarize their papers. Each symposium is organized around a common theme. Each participant will have between 15 and 45 minutes to present their papers, depending upon the number of participants involved in the symposium. A 300-500 word abstract of the symposium will be peer reviewed for acceptance to the conference.

Panel Proposal: (90 minutes)
A panel discussion is another venue available presenters. A panel discussion is typically composed of three to six participants who discuss their scholarly work within the context of a dialogue or conversation on a topic or theme related to the conference theme. Typically, each panelist is given 10-15 minutes to discuss the topic, present theoretical ideas, and/or point to relevant research. A chair should be identified who introduces the panel and frames the issues and questions being addressed. In addition to the chair, we encourage (but do not require) organizers of panels to include a discussant who responds to the comments of the panelists. Individual proposal submissions will be combined into panels with the same theme/topic. A 300-500 word abstract of the panel discussion will be peer reviewed for acceptance to the conference.

Alternative Format and Special Interest Groups (90 minutes)
Alternative proposals that do not fit into the above categories, such as workshops, performances, video and multimedia presentations, and round-table dialogues, are encouraged. We also welcome proposals for the organization of special interest groups. A 150-250 word abstract of the panel discussion will be peer reviewed for acceptance to the conference.

Johnson was always an anti-communist, which he equated with Soviet and Chinese communism (he quickly identified the latter as little more than peasant nationalism, rightly so). Probably recruited by Hannah Arendt as a CIA asset, Johnson targeted the east, Japan (“US puppets”) and China. With the implosion of Soviet social fascism, Johnson expected a peace dividend which never materialized. Turning his eyes on the US empire of bases (800 plus), he foretold 9/11/2001 in “Blowback,” then built a trilogy with the later “Sorrows of Empire,” and “Nemesis.” In print and in person, he repeatedly said the US is now a fascist state, one of the few truly reputable scholars with the courage to do so. In “Nemesis,” he said bankruptcy would be the key to the end of the US empire–but warned it would not die with a whimper. He had two suggestions for citizens. The first, take your cat and go to Vancouver. Later, he suggested the US just dissolve its own might, as he said the Brits did. The US, however, does not have the US to hide behind. Johnson’s almost reflexive rejection of a Marxist analysis of imperialism (born almost simultaneously with capitalism, a relentless quest for cheap labor, raw materials, markets, regional control–empire) led him to view imperialism as hubris plus militarism–meaning a change of mind could upend the vampire’s desires. It cannot. Nevertheless, Johnson’s incredible prescience creates a field of land-mines for any of his critics. His research methods should be studied by everyone serious about social change. His book on Revolution, opposing it, inspires those who are for it. Finally, his insider knowledge coupled with a razor wit made encounters with Chalmers Johnson a challenge. He never backed down. So long, and “adios” (his habitual farewell) Chalmers. What you did counted.

I had a great time at the University of Texas, San Antonio this week, where I gave a talk as part of the Educational Leadership & Policy Studies Distinguished Lecture Series.

The talk, titled “Education for Dangerous Citizenship”, drew from some of my recent work with Rich Gibson (e.g., “The Education Agenda is a War Agenda” and “No Child Left Behind and the Imperial Project”) and Kevin D. Vinson (“The Concrete Inversion of Life””: Guy Debord, the Spectacle, and Critical Social Studies Education” [pdf]). The talk covered some of the foundational ideas for a book Kevin and I are currently writing titled Dangerous Citizenship: A Theory and Practice of Contemporary Critical Pedagogy.

Thanks again to my colleague Abraham Deleon, who put things together at UTSA, and to the faculty and graduate students who participated in the seminar and came out for the lecture.
