Half of Detroit Kids Poisoned by Lead–Not Good For High-Stakes Tests: “the higher the lead level, the worse a student’s scores on the Michigan Educational Assessment Program exam, or MEAP. Overall, 58% of roughly 39,000 DPS students tested — 22,755 children — had a history of lead poisoning, according to the study.Perhaps more startling: Of the 39,199 students tested as young children, only 23 had no lead in their bodies.”

Students as Money–Michigan Districts Pay Bribe for Best School Status: “he districts did not make the cut because of test scores or graduation rates but instead because they paid a marketing firm $25,000.”

Payoffs to Bobb Ok in Michigan Court: “Wayne Circuit Court Judge Susan Borman indicated today Detroit Public Schools Emergency Financial Manager Robert Bobb is entitled to receive part of his pay from private foundations. The issue — challenged by the district’s school board, a civil rights group and a coalition of teachers who oppose charter schools — was whether Bobb was in conflict of interest for accepting $89,000 of his salary from a foundation that supports private and charter schools. Bobb receives $280,000 in salary and $145,000 in supplemental income from foundations for fixing the school district’s finances.”

Duncan Lies About Texas Textbook Standards Adopted May 21: “”Whatever Texas decides, I do not think there will be large ripple effects around the country,” Duncan said to CNN. “Textbook companies today have a real ability to customize textbooks.”

Substance News Censored by Chicago School Bosses: For several days in April 2010, Chicago Public Schools Chief Executive Officer Ron Huberman, or one of his top aides, ordered and monitored the suppression of traffic on the SubstanceNews Web site by putting a “block” between teachers and others in Chicago’s schools and access to the site.

California Community College System on the Brink: “As some students are blocked from state universities, the community college system has trouble absorbing both them and the laid-off workers who are going back to school for retraining. All are trying to fit into a community college system that lost $520 million in state financing over the last academic year, about 8 percent of its overall budget.”

Kenneth Burnley of DPS Fame Moves To Alaska (avoiding prosecution): “Kenneth Burnley, the former CEO of Detroit Public Schools, has landed a new leadership post — in Alaska. The Mat-Su Borough School Board unanimously selected Burnley on April 24 to become superintendent of the district with 16,600 students and 44 schools. Burnley led Detroit Public Schools, now down to 85,000 students and 172 schools, from 2000-05 during the state’s takeover of the district. He is working at the University of Michigan under a fellowship.”

No Rhee, No Funds for DC Schools–So Say the $ Tyrants: “Private foundations pledging $64.5 million for raises and bonuses in the District’s proposed contract with the Washington Teachers’ Union have attached a series of conditions to the grants, including the right to reconsider their support if there is a change in the leadership of the D.C. school system.
The leadership condition, set by the Walton Family Foundation, the Robertson Foundation, the Laura and John Arnold Foundation and the Broad Foundation, makes it clear that they could withdraw their financial support if Chancellor Michelle A. Rhee leaves or is fired through the funding agreement’s expiration in 2012.”

Detroit Public School Gangsters Busted Again: “indicted for converting more than $3 million of district funds to themselves, friends and family, according to the U.S. Attorney’s Office. Named in the indictment are Stephen Hill, 58, of Detroit, former executive director of the risk management office and Christina Polk-Osumah, 59, former risk management finance manager. Also named are Sherry Washington, 53, and Gwendolyn Washington, 66, both of Detroit, who are partners of Associates for Learning, a vendor hired to administer a health awareness program for DPS. The eight-count indictment unsealed today alleges bribery, fraud, extortion and money laundering committed between 2005 and 2006. Such crimes are punishable for up to 10 to 20 years in prison.”

“A few years ago there was a shining moment in that struggle. It seemed as if there was a real promise of hope for the poor — both black and white — through the poverty program. There were experiments, hopes, new beginnings. Then came the buildup in Vietnam and I watched the program broken and eviscerated as if it were some idle political plaything of a society gone mad on war, and I knew that America would never invest the necessary funds or energies in rehabilitation of its poor so long as adventures like Vietnam continued to draw men and skills and money like some demonic destructive suction tube. So I was increasingly compelled to see the war as an enemy of the poor and to attack it as such.

Perhaps the more tragic recognition of reality took place when it became clear to me that the war was doing far more than devastating the hopes of the poor at home. It was sending their sons and their brothers and their husbands to fight and to die in extraordinarily high proportions relative to the rest of the population.”

Detroit Federation of Teachers Uses Cops Vs Members: The DFT leadership had police greeting members coming to the February 11 meeting where rank and file dissidents hoped to present, again, a petition to remove DFT president Keith Johnson who, in December, foisted the worst teacher contract in US history on Detroit School workers. Police removed several members from the meeting in handcuffs. Below are quotes from the DFT web page (http://mi.aft.org/dft231/) demonstrating how the AFT around the country is more and more turning to force in order to whip educators into line. Force alone will never win. Meanwhile, DFT members watch as $250 vanishes from each paycheck, their insurance co-pays go from $5 to $40. In some schools, the testing schedule of preparation and bubbling-in will take up 49 of the next 100 school days. An injury to one just goes before an injury to all. Union bosses are the nearest and most vulnerable of workers’ enemies–harsh measures.

“Cameras NOT ALLOWED at Membership Meeting [2.5.10]

The Feb. 11 General Membership meeting, like all DFT meetings, is a closed and private meeting. No personal video or still cameras will be allowed. No videotaping by cellphone cameras will be allowed. Some members have formally complained to the union that their photo was taken and posted on the internet without their approval. Any person videotaping meetings will be told to cease and desist or will be ejected from the meeting…Any member who continues to disrupt the meeting will be removed by the police.”

Walmart Takes Over Four Detroit Schools: “Students will get 11 weeks of job-readiness training during the school day and 10 high school credits for the class and work experience. Sean Vann, principal at Douglass, said 30 students at that school will get jobs at Walmart. He said the program will allow students an opportunity to earn money and to be exposed to people from different cultures – since all of the stores are in the suburbs.”

Remember when the Detroit Federation of Teachers Dealt Out the Worst Teacher Contract in US History When Last December, Promising Concessions Would Save Jobs? Looky Here: “the scheduled layoff of Marc W. Haas, Orchestra Conductor and Music teacher at Detroit’s Cass Technical High School:“More than 25 music and art teachers are threatened with Feb. 28 or March 7, 2010 layoffs. In my view, the arts programs in Detroit are one of the things that have been working for decades within the Detroit Public School system despite its troubles in other areas. Losing arts teachers and programs would only serve to put Detroit’s youth in further peril.“Quite simply, I believe the arts matter. The arts provide access to success in all areas. Our nation’s arts programs not only produce talented and successful artists, but also talented and successful surgeons, lawyers, scientists, politicians, business executives, etc….leaders period. Let us not lose what has proven to contribute to greatness time and time again.”

Michigan Leads the Way (Backwards) in Call For National Standards: “Schmidt said he believes Michigan is heading in the right direction by being part of the process of developing common national standards. If more students fail the MEAP as a result, Schmidt said, that will put pressure on teachers to produce better results.In addition, Flanagan said, recent legislation that will make student growth a significant part of teacher evaluations also may spur teachers to ensure the standards are being taught. If too many kids fail, a teacher is likely to be downgraded in his evaluation. The idea is to remove ineffective teachers.”

How To Become A Great Michigan School? Pay $25 Grand to the Ad Company: “The banner ad across the Lincoln school district’s website proudly proclaims it has been recognized as one of the best school districts in Michigan.The criteria for Lincoln and eight other districts being selected? A $25,000 check.

Bob Bobb Honored By Detroit Business Mag: “There are better days ahead for Detroit Public Schools,” Bobb said, adding, he thinks DPS should be under mayoral control.

Southwestern College Fights Cuts, Boss, Arrests: The blunt and confrontational Chopra has a long history of turning around troubled districts and educational systems — and of igniting brutal labor clashes. And he’s drawn more scrutiny here for accepting a pay increase while laying off long-time employees, cutting classes and for apparently boosting a paragraph from Southwest Airlines’ CEO in his Thanksgiving letter to employees. Hundreds of college employees have united against Chopra and are taking out their frustrations on three members of the Southwestern board. In the crosshairs are trustees Jean Roesch, Terry Valladolid and Yolanda Salcido.

Rouge Forum Update: An Injury to One is an Injury to All: Detroit and Much More!

Check the link above but note that Detroit may be the next centerpiece for education struggles soon. The Detroit Federation of Teachers bosses signed a tentative agreement (TA) with the Broad Foundation’s Detroit Financial Manager, Bob Bobb who now runs the system, that offers DPS $500 a month from each teacher’s check, or $10,000 a year, to be paid back as a no-interest loan when the teacher quits the system.

With about 7000 school workers in DPS (not all classroom teachers), paying the dun for 2 1/2 years of the 3 year contract, that’s a $105 million no-interest loan to a school system that claimed it needed about $40 million in concessions from the school workers. More, DPS claims its on the brink of bankruptcy, which would likely dissolve the debt to educators.

The TA also includes huge give-backs in insurances (eliminating Blue Cross), merit pay, teachers evaluating teachers, and worse.

The contract language is murky on what looks like a union bracero program, selling the labor of members to DPS with a specious promise of repayment on the “loan,” (blackmail for a job). The TA is here: http://mi.aft.org/dft231/ although in the past members have complained about not being told of the full measure of TA’s.

In a meeting of about 2500 of the DFT members at Cobo Hall on Sunday, most rank and filers agreed that 90% plus rose to oppose the TA that was bargained behind their backs, involving the top national leadership of the AFT, like President Randi Weingarten.

No group of organized educators has been on strike in the last decade more than DFT rank and filers who led a huge wildcat strike, against their union, against the law, and against the employer—and they made gains.

But today the DFT is relatively isolated. The union leadership stayed silent in the face of massive corruption and incompetence that infected nearly every aspect of Detroit school life. Citizens turned against the system as a whole.

When Broad’s Bobb arrived, citizens applauded as he rooted out the more obvious small time crooks in the system, but he left aside the contractors who looted the public by stealing millions in no-bid contract during the five year period of the Takeover Board, when the governor wiped out the elected board and replaced them with, mostly, suburban auto execs from the failing Big Three. The Takeover Board left DPS at least $40 million in debt.

Now, there are at least 10 newly built schools that sit empty and stripped of everything of value, schools that were built in the Takeover period–in a system that loses 12,000 students a year.

Bobb “won” a new $500 million bond issue to build more new schools by a 2/3 majority this fall, indicating his newly won clout, and his ability to syphon off more money from a system that claims it will build new schools, but demands blackmail payments from teachers. Bobb has already pulled out millions on no-bid offers to cronies in Broad related companies.

The DFT’s sellout Tentative Agreement will appear in urban bargaining tables everywhere next year, if DPS gets away with this. An injury to one really will go before an injury to all.

Every expression of solidarity in opposition to this TA will matter. More, suburban MEA members need to unite with the DFT rank and file, join with parents and kids to create enough educational civil strife that drives the DFT bosses back to the bargaining table, forces them to report out a TA that makes gains, not concessions.

No union is ideologically or structurally prepared to take on the battles ahead–why we formed the Rouge Forum a decade ago. When they say “Cutback,” We say “Fight Back!”
