In Guidelines for the Design and Management of Animal Shelters, establishing shelter policies is an important step. Neutering, rehoming and euthanasia are three key topics when making policies. There is no specific law regulating the shelters in Taiwan, especially the private shelters. In Animal Protection Act (2011), the private shelters are prohibited to abuse or euthanize the animals. This is all the rule for the private shelters. With lack of knowledge, the management and care for the animals might causes more suffer due to the lack of regulated policy. The most common problem in management is the overload of dog population in the shelter. Take Wang Wang as an example. There are only 2 workers taking care of 200 dogs. The crowded environment makes dogs highly stressful and wounds and death from fighting is common in the shelter. There are no documents recording the condition of the dogs so it’s hard to trace their health status. Also, there is no reliable veterinarian coming to the shelter for vaccination. To improve the management, owner and officers of the shelter must value the dogs and give them the rights to live in a better condition. The government should publish or regulate the shelters by publishing policy of a standard shelter.
