Problem- Poor Facility

Every national animal shelter has different facilities. There is no rule regulating the facility and structure of the shelter, but most of them don’t meet up the Five Freedom of Animal Welfare. Some shelters are even directly inside the landfill. In Wang Wang dog shelter, the space isn’t enough for 200 dogs so many dogs (8-20 dogs) are placed in the same space. The crowed environment causes high level of stress and competition for food and females. There are indoor and outdoor areas in a block. Due to the highly wet and hot weather in Taiwan, there are many parasites hidden in the indoor area because it’s shady. The most common disease in the shelter is skin disease due to the dirty and wet environment. The fence separating the blocks is not stable enough. It’s common that small dogs crawl under the fence to another block and be bitten hardly by the other dogs in the strange block. Though the shelter is small, there are some wide open areas where the dogs are easy to hide from human and making them unreachable. Some dogs thus have never been cleaned or vaccinated. Most of the equipments and tools are placed outside with only a roof covered so the shelter also facing the problem of rodents. The shelter itself is surrounded steel walls which are easy to collapse when there is a typhoon or rainstorm and large amount of dirty mud from the mountain will be washed into the shelters, causing more mess and contamination. In Guidelines for Standards of Care in Animal Shelter (2010), it mentioned that the design of the shelter should ensure the physical and mental health of the animals, depending on their age, gender and health status. The litter, resting and feeding areas should be 2 feet away from the others. However, most of the animal shelters, including Wang Wang, take too many dogs. Taiwan is geographically small with high density of human population. A shelter with the standard space would cost a huge amount funding to build, but the shelter can still make change to improve the living quality because many of the facilities are lower than the standards of the shelters in Canada and other developed countries.  Setting limitation of the number of dogs in the shelter and strengthening the fence and walls can be considered to improve in Wang Wang. Also, the shelter can add more fans because it can be 33゚C high in summer but according to Guidelines for Standards of Care in Animal Shelter (2010), the best temperature for dogs is 15.5゚C ~26.6゚C.
