Photo credit Tourism Kelowna.<\/p><\/div>\n<p>I like urban parks and pathways.\u00a0 I believe that public green spaces are important for our connection to the environment, to each other, and for encouraging healthy physical activity.\u00a0 My education as an economist also makes me wonder about measuring the value that public green spaces in our cities provide.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-851 alignright\" src=\"https:\/\/blogs.ubc.ca\/ubcowatershed\/files\/2022\/04\/Oscar_Wilde_3g07095u-adjust-204x300.jpg\" alt=\"\" width=\"149\" height=\"215\" \/>Oscar Wilde is credited with defining a cynic as someone who &#8220;knows the price of everything and the value of nothing.&#8221;\u00a0 Practitioners of the dismal science (economics) are often seem pretty cynical, and Wilde&#8217;s definition sees frequent application to economists who talk about the value of things like public parks.\u00a0 Maybe I&#8217;ll confirm Wilde&#8217;s cynicism.<\/p>\n<p>One of the pleasures of being an academic is learning about the research others are doing.\u00a0 Recently, I attended (virtually) a talk by Dr. Peter Tsigaris of Thompson Rivers University.\u00a0 Dr. Tsigaris had charged his students with calculating an estimate of the value of the services provided by a number of Kamloops city parks.\u00a0 Many economists would argue that the best approaches to estimate these values is to carefully observe and interview park users and\/or carefully analyse how property prices are affected by proximity to the park.\u00a0 Both of these primary research approaches are expensive and time consuming, beyond what can be achieved within the time available for a class project.<\/p>\n<div id=\"attachment_852\" style=\"width: 594px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-852\" class=\"wp-image-852 size-large\" src=\"https:\/\/blogs.ubc.ca\/ubcowatershed\/files\/2022\/04\/DSC59042MB_e2800a80-0938-4b54-b8bd-138d8867c24d-1024x683.jpg\" alt=\"\" width=\"584\" height=\"390\" srcset=\"https:\/\/blogs.ubc.ca\/ubcowatershed\/files\/2022\/04\/DSC59042MB_e2800a80-0938-4b54-b8bd-138d8867c24d-1024x683.jpg 1024w, https:\/\/blogs.ubc.ca\/ubcowatershed\/files\/2022\/04\/DSC59042MB_e2800a80-0938-4b54-b8bd-138d8867c24d-300x200.jpg 300w, https:\/\/blogs.ubc.ca\/ubcowatershed\/files\/2022\/04\/DSC59042MB_e2800a80-0938-4b54-b8bd-138d8867c24d-768x512.jpg 768w, https:\/\/blogs.ubc.ca\/ubcowatershed\/files\/2022\/04\/DSC59042MB_e2800a80-0938-4b54-b8bd-138d8867c24d-450x300.jpg 450w, https:\/\/blogs.ubc.ca\/ubcowatershed\/files\/2022\/04\/DSC59042MB_e2800a80-0938-4b54-b8bd-138d8867c24d.jpg 1500w\" sizes=\"auto, (max-width: 584px) 100vw, 584px\" \/><p id=\"caption-attachment-852\" class=\"wp-caption-text\">Kenna Cartwright Park. Photo credit Tourism Kamloops.<\/p><\/div>\n<p>I would be one of those people who would reveal a high value for using or living close to protected green space.\u00a0 Conducting and reviewing this type of research reminds me that my own values may not be near the average of those in my community.<\/p>\n<p>The cost and time challenges of primary research have created a demand from policy makers for quicker and cheaper ways to come up with value estimates.\u00a0 The resulting approach, known as &#8216;Benefit Transfer&#8217;, consists of adapting values from primary research done somewhere else to the site where a value of services is sought, those Kamloops parks.<\/p>\n<p>The trick is finding primary research that is similar enough to the thing for which a value is sought.\u00a0 One solution to this challenge, known as &#8216;Meta Analysis&#8217;, is to collect results from a number of previous research projects and look at how differences among these projects are reflected in different value estimates.\u00a0 One recent meta analysis, by Bockarjova, Botzen and Koetse (2020), collected results from 60 previous studies, identifying features of green and blue nature and the urban settings where they are that predict the estimates of the value of those services reported in those reviewed studies.\u00a0 The results of this analysis were used by Dr. Tsigaris&#8217; students in their Kamloops park value estimates.<\/p>\n<p>In terms of estimated value provided per hectare of protected area, some of the important features identified by Bockarjova, Botzen and Koetse include:<\/p>\n<ul>\n<li><strong>Area<\/strong>: Larger parks provide more services.\u00a0 The value of the services per hectare falls as the protected area size increases.\u00a0 That means that all else equal, two urban protected areas provide more service value than one protected area that is double the size.<\/li>\n<li><strong>GDP<\/strong>: Urban areas with higher average income get more value from their urban protected areas.<\/li>\n<li><strong>Population Density<\/strong>: Urban areas with more people per unit area get more value from their protected areas.\u00a0 As we densify our cities, providing protected areas is even more important.<\/li>\n<li><strong>Park<\/strong>: If the type of protected area is a park, providing a variety of recreation and public use opportunities, it provides substantially more service value than other forms of protected areas.<\/li>\n<li><strong>Water<\/strong>: Protected areas that involve water as well as land generate more service value.<\/li>\n<li><strong>Complexity<\/strong>: Protected areas that provide a variety of landscapes provide a variety of environmental services. Some research showed this to generate higher value.<\/li>\n<\/ul>\n<p>The analysis results in equations that can be used to predict the per hectare value of protected urban space. I&#8217;ve put the equations at the end of this post. If you are interested in the details, have a look.\u00a0\u00a0To apply the results developed by Bockarjova, Botzen and Koetse (2020), find and plug in the relevant values for an existing or potential protected area.<\/p>\n<p>Note that analyses like these identify things that are common across the previous research.\u00a0 They are not able to capture the influence of unique features of individual protected areas.\u00a0 They also tend to be conservative (lowballing benefits and highballing costs), as the analysts prefer to underestimate the values.\u00a0 This is done so that possible mistakes in their analysis are more likely to result in a bigger value than a smaller value.\u00a0 Decision makers who might use these numbers prefer to be accused of making an investment that generates a return that is larger than expected rather than one that is smaller than expected.<\/p>\n<h3>Knox Mountain Park<\/h3>\n<div id=\"attachment_853\" style=\"width: 1010px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-853\" class=\"wp-image-853 size-full\" src=\"https:\/\/blogs.ubc.ca\/ubcowatershed\/files\/2022\/04\/KnoxMountain.jpg\" alt=\"\" width=\"1000\" height=\"562\" srcset=\"https:\/\/blogs.ubc.ca\/ubcowatershed\/files\/2022\/04\/KnoxMountain.jpg 1000w, https:\/\/blogs.ubc.ca\/ubcowatershed\/files\/2022\/04\/KnoxMountain-300x169.jpg 300w, https:\/\/blogs.ubc.ca\/ubcowatershed\/files\/2022\/04\/KnoxMountain-768x432.jpg 768w, https:\/\/blogs.ubc.ca\/ubcowatershed\/files\/2022\/04\/KnoxMountain-500x281.jpg 500w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><p id=\"caption-attachment-853\" class=\"wp-caption-text\">Knox Mountain Park. Photo credit iHeartRadio AM 1150.<\/p><\/div>\n<p>Knox Mountain Park is an iconic park in Kelowna.\u00a0 It covers a bit over 367 hectares.\u00a0 It provides a variety of landscapes and recreational opportunities.\u00a0 It is not a small urban park, nor does it provide much connection to water.<\/p>\n<p>The city of Kelowna has a population density of 680 persons per square kilometer, and the larger metropolitan area (RDCO) has a population density of 76 persons per square kilometer.\u00a0 The per capita GDP in this area is $46,828. If we plug these number in we get the following results.<\/p>\n\n<table id=\"tablepress-1\" class=\"tablepress tablepress-id-1\">\n<thead>\n<tr class=\"row-1\">\n\t<th class=\"column-1\">Studies used in model:<\/th><th class=\"column-2\">All Studies<\/th><th class=\"column-3\">European Studies<\/th>\n<\/tr>\n<\/thead>\n<tbody class=\"row-striping row-hover\">\n<tr class=\"row-2\">\n\t<td class=\"column-1\">Per hectare annual value:<\/td><td class=\"column-2\">    103,425<\/td><td class=\"column-3\">     99,124<\/td>\n<\/tr>\n<tr class=\"row-3\">\n\t<td class=\"column-1\">Total annual value:<\/td><td class=\"column-2\">37,956,840<\/td><td class=\"column-3\">36,378,570<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<!-- #tablepress-1 from cache -->\n<p>It is rewarding to find a large number representing the value that Knox Mountain Park provides to Kelowna.\u00a0 Based on the proposed management plan for Knox Mountain Park (<a href=\"https:\/\/getinvolved.kelowna.ca\/knox-mountain\">Management Plan Update 2022<\/a>), the city is proposing to spend something over $340,000 per year on maintaining and upgrading the quality of the services provided by the park, which amounts to less than one percent of the estimated annual value of those services.\u00a0 The people of Kelowna love Knox Mountain park, and there is little chance that land will be taken out of the park.\u00a0 In fact, in recent years, the city has acquired some additions to this park which, given the estimated annual value of the services, is likely a good investment.<\/p>\n<h3>expanded downtown waterfront park<\/h3>\n<div id=\"attachment_854\" style=\"width: 304px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-854\" class=\"wp-image-854 size-medium\" src=\"https:\/\/blogs.ubc.ca\/ubcowatershed\/files\/2022\/04\/TolkoSiteKelowna-294x300.jpg\" alt=\"\" width=\"294\" height=\"300\" srcset=\"https:\/\/blogs.ubc.ca\/ubcowatershed\/files\/2022\/04\/TolkoSiteKelowna-294x300.jpg 294w, https:\/\/blogs.ubc.ca\/ubcowatershed\/files\/2022\/04\/TolkoSiteKelowna.jpg 699w\" sizes=\"auto, (max-width: 294px) 100vw, 294px\" \/><p id=\"caption-attachment-854\" class=\"wp-caption-text\">Source credit Kelowna Daily Courier.<\/p><\/div>\n<p>We might also use the numbers these researchers have estimated to assess potential land use plans. Recently the Tolko mill in the north end of Kelowna was permanently closed, and planning for the future of the site is underway. Some people, such as myself, would like to see that future including a significant amount of public waterfront.
