The proposal \u2014 expected to come before CUNY\u2019s board for ratification later this month \u2014 sets up investigative responsibilities and creates panels to adjudicate those complaints in which a mutual conclusion can\u2019t be reached. CUNY officials portray the policy as a clarification that will help students who don\u2019t know what to do when they feel they have been mistreated in the classroom.
