In their paper, Diebel et al 2008 describe aggregating management efforts and targeting specific problem “hotspots.”  For you watershed discuss whether you think an aggregated or targeted approach in your watershed would be possible.  If so how would plan it?  If not, why not?  What type of information would make this possible?
