It is an advertisement of Watch Around Water program, which is quite scard but effective. Because at least one of mothers foces her children to wear life jacket in 6 inch water.

Therefore, this underwater poster meets its goal that to encourage people take responsibility for adequately supervising their children while visiting the public aquatic facilities.
