One way to shore up your case for your mother is to post a bond – forfeited if she doesn’t leave.
Another approach is to answer the implicit question of CIC: what is your mother living on? Why WOULDN”T she need to stay with you? Does she have real estate there that ties her? Are the limits on the amount of money she can export with her? Answer some of these questions. I think you need a lawyer. I used to do this kind of work, and there is always a way.
