Abstract
Low-carbon resilience (LCR) integrates the concepts of climate migration and adaptation, in the context of energy policies. A jurisdictional scan of international best practices and qualities of energy policies that incorporate LCR was completed. These concepts were applied to the Manitoba context, in support of the Manitoba Energy Policy Framework.
Introduction
Low carbon resilience (LCR) focuses on developing integrated strategies that both reduce greenhouse gas emissions (mitigation) and vulnerability to climate change impacts (adaptation). Therefore, LCR energy policy was defined as policies for energy systems that integrate efforts to mitigate the greenhouse gas emissions from energy generation or use, and efforts to prepare energy systems to be resilient to the impacts of climate change. LCR energy policies were analyzed in three select countries (Austria, Switzerland, and Sweden) in order to determine best practices and apply them to the Manitoba Energy Policy Framework

Evaluation Criteria was used in order to assess low carbon resilience energy polices in the selected countries and as a result identify its best practices
Equity: It refers to the fair social allocation (distribution) of burdens (may be costs) and benefits among social groups
Technical Feasibility: Ability to implement an energy policy given the current state of technology.
Sustainability: Ability of the policy option to maintain its beneficial effects in the longer term.
Potential of Compliance: Likelihood of people to feel encouraged in order to carry out different actions to meet the policy goal
Discussion
Manitoba’s central location in North America and northerly latitude mean they will face earlier and more severe changes to our climate than many other parts of the world. This could be attributed to loss of snow and sea ice increases the absorption. Droughts are an example of climate change risks.
After analyzing Manitoba’s Climate Green Plan some recommendations were identified applying the best practices mentioned before.
Implement policy instruments able to connect mitigation and adaptation in order to ensure their implementation in the long term
Work with insurance and banks in order to encourage adaptation
