Abstract
The Regional District of Okanagan-Similkameen (RDOS) has its main office and a nearby emergency operations center (EOC) in Penticton, BC. The EOC is a new building with no backup power. Therefore RDOS will implement a battery energy storage system (BESS) value stacking it to serve a new EV charging station and as a Distributed Energy Resource (DER) ready to provide grid services on call. This project is for designing and analyzing an optimum BESS to meet these objectives. In addition, the project includes a feasibility study of the system performance and overall value stacking of the BESS for a efficient results. As a DER investment, RDOS looks for systems compatibility to provide grid services and demand response based on grid signals. The critical project matrices are resilience, reliability, and operability.
