University of Massachusetts officials said yesterday that a former UMass Medical School chancellor who received a $2 million termination deal barely fulfilled the terms of a loosely defined contract awarded more than a decade ago and that the pact would not be approved today because of new controls on under-performing employees and chancellors’ salaries.
