The myth of the infantile and third Person

On 4 June I watched as a small group of students walked out of our local high school in frustration, a quiet stand but not quite a protest. One student muttered “hardly an angry crowd.” Just as candidly, another student posted: “The walk out was shit.” Another used the f-word to emphasize “failure.”

Wisely, the students were counselled by teachers to stay in class. But equally wisely, students encouraged each other to figure out how and when to take a stand as student-activists. Compared with the walkout in support of teachers in March 2012, this did not reflect the students’ ability to organize. It was just a minor test of the system. And unlike the Quebec student movement in early 2013, which drew secondary and post-secondary students together for a shared cause, the BC student movement has yet to materialize or find common ground across levels of education.

One of the problems at this moment is that students are infantilized and familialized, reduced to children caught in the throes of a bad parental relationship.  It’s unclear how or why this happened. The @BCWalkout2014 Twitter and “Save our Students” Facebook, which began organizing the walkout at the end of May had a bit to do with it: “The two sides are like parents who are divorcing and have stuck their children in the middle for the last thirteen years,” the appeal to walkout went. “Each side claims to be “fighting for the students” yet each side fails to show how they are doing so.”

On 2 June, major media providers, such as the Vancouver Sun and CTV News repeated and quoted the lines and logic. Student frustrations, CTV News reported, were “built up like emotions in a child caught between two divorcing parents.” I hear teacher educators at UBC repeat the same, seemingly afraid to offend the government by supporting the teachers.

On queue, the day before the 4 June walkout a grade 12 student wrote a letter to The Province:

I am writing to express my discontent on behalf of a vast population of public-school students concerning the current collective bargaining between the B.C. Teachers’ Federation and the provincial government. To say a dysfunctional relationship between two parents doesn’t affect the children would be an outrageous lie. The relationship between the BCTF and the province is very much the same and the effects are mostly felt by the students.

The day after the walkout Carolina Tedula tried to work with the metaphor in the Times Colonist, but concluded that “the teachers and the government are far from being different faces of the same coin:”

With respect to the student walkout, and its comparison of the teacher/ government fight to the fight between two divorcing parents. To me, a more realistic comparison is this: The government is the deadbeat spouse, the teachers are the spouse asserting his/her rights and his/her children’s rights, with full backing of the Supreme Court of B.C.

In the entire history of childhood, those unfortunately experiencing painful break-ups, separations or divorces have never once been able to organize a collective opposition movement. Obviously it is not difficult to comprehend why or why not. Freud did not allow it and daddy or mommy won’t allow it either. So it is impossible for this logic to work to any degree in organizing a student movement. Here, one is infantilized as much as one subscribes to the storyline.

It’s equally impossible to build a movement out of third persons– those that seemingly rise as silent majorities and voices of reason at the point of politics. The myth of the third person is the myth of the Canadian way. These myths have had their day but will never underwrite momentum for a student movement.

At some point soon, a major test of the BC system has to materialize, as there has to be something more to education and life than the promise of a job when youth unemployment rates are increasing toward unprecedented numbers.

Tara Ehrcke, May 28, 2014, RankandFile.ca— Two days into rotating strikes and a “partial” lockout by the BC government, independent polling shows strong support for the teachers. An Angus Reid poll showed that among the general public, 41 percent supported the teachers while 30 percent support the government. Among parents with children in school, the support is stronger, with 51 percent supporting the teachers and only 28 percent support for the government.

The issue has also drawn the attention of BC’s opposition parties – both the NDP and the Greens (who have one sitting MLA). But while neither party supports the current actions of the government, they are also unwilling to take a clear stance supporting the demands of the teachers – in particular, the restoration of class size and class composition limits and a fair salary increase.

The NDP does not have a great track record on this issue. I’ve been following their position in every election since the limits were illegally stripped back in 2002. Not once since 2002 has the NDP come out in support of restoring the limits and reinstating teachers’ collective agreement language. I have personally asked this question in 2005, 2008 and 2013, and never has an NDP candidate I have spoken to committed to restoring the language or the funding.

In the last election, in 2013, the NDP platform included $100 million for education. This is dismally short of the $300 million needed to restore class sizes and additional funding to address increased costs to school boards. But sadly, it is even less than the $178 million they were proposing in 2005.

While the NDP is happy to attack the Liberals for their bargaining tactics, they haven’t made a concrete commitment to do anything different with respect to funding and restoring our contract. In yesterday’s question period, new NDP leader John Horgan chastised Education Minister Peter Fassbender saying, ”a 12-year record of destabilizing public education. A child who started in grade 1 in 2002 has had 12 years of confusion as the result of this government’s policies.”

But never once in that twelve years has the NDP promised to do the right thing. The issue is not “confusion” as he claims, rather the issue is large, complex classes and too few resources.

It sometimes feels that the NDP simply like to use our situation to play partisan politics rather than address the issues. The biggest media story they made of the last court case (when our contract stripping was found illegal for a second time) was the fact that the judge found the government to have provoked a strike. While important, the revelation about the government’s deliberate provocation of the strike pales in comparison to systematically underfunding schools and robbing teacher’s of their constitutional rights.

The Greens have also weighed in on the dispute, with a frustrating opinion piece by interim party leader Adam Olsen and a more thoughtful, if still problematic, blog post from MLA Andrew Weaver. Both refuse to take sides, implicitly suggesting the teachers’ complaints are not justified. Olsen writes, “it appears they have given up on making a real effort to find common ground, and instead focused their efforts on winning a publicity battle that is detrimental to our children and their teachers.”

I wonder if either Olsen or Weaver believe that if someone steals your house, and you get into a feud about it, the right answer is to just split it in half in a compromise?

Party politics aside, teachers are strong on the ground and the mood solid.Teachers are angry about the lockout, in which we do all our work for 90% of our pay. But spirits are high – we’re giving it our 90%!

CBC News, May 12, 2014–Parents in B.C. are being prepared for an escalation in teacher job action should current contract negotiations fail.

Vancouver School Board superintendent of schools, Steve Cardwell hasissued a letter to all parents and guardians warning of potential rotating school closures across the province should a settlement not be reached.

“We understand that the BCTF may choose to escalate their job action to a second phase which could include ‘rotating’ school closures,” the letter states.

“If this were to occur, the union would be providing us 48 hours of notice and we would, of course, advise parents of this action.”

The letter was not intended to alarm parents, says VSB spokesperson Kurt Heinrich. Rather it was intended to keep them in the loop.

“A big part of that is just to make sure that parents aren’t going to be caught unaware of the situation,” he said.

“As soon as we would receive that notice, we would immediately be communicating it to our parent population so they would know what to expect. And then we would go from there “

A  B.C. Teachers’ Federation spokesperson said that while escalating job action is a possibility, there are no plans at the moment to move to stage 2 job action.

During stage 1 action, teachers are refusing to supervise students outside the classroom or communicate in writing with principals and other administrators.

Teachers are still taking attendance, marking and assessing students, completing report cards, communicating with parents and participating in volunteer extracurricular activities.

Their contracts expired last June, and the federation says it’s being forced to take action because negotiations are slow.

• [Vancouver Budget reductions] will result in more than 26 full-time positions being eliminated, on top of the 24 positions already slated to be cut due to declining enrolment or previous decisions, such as a plan to close an adult education centre…. The school board is forecasting a $26.6-million shortfall for the 2015-16 school year and a $3.76-million shortfall for the 2016-17 year, when enrolment is projected to increase. School board elections will be held this fall.

• Coquitlam trustees passed a balanced budget this week that included cuts to make up for a $13.4-million shortfall. Those cuts included 163 positions, including teachers, support staff, special education assistants and school administrators. Parents in the district are planning a rally against the cuts on Friday at MLA Linda Reimer’s office in Port Moody.

• In Langley, the school district’s budget is short by $3 million, and the district will look at program changes, staffing cuts, reductions in supplies and possibly school closures, the Langley Advance reported.

• In North Vancouver, after cost cutting last year, the budget for next year includes a $2.6-million surplus that will be used to maintain staff levels next year and pay for increased costs like the CUPE wage increases and BC Hydro rate hikes, according to the North Shore News.

• The Chilliwack school district is facing a $3.1-million shortfall, but hopes to balance its budget through attrition and reorganization rather than job cuts, the Chilliwack Progress reported.

• The Burnaby school district passed a balanced budget earlier this month that included the elimination of 27 positions to cover a $3.1-million shortfall. The changes include larger class sizes to eliminate 11 teachers and cuts to custodial staff at many schools.

• The Maple Ridge-Pitt Meadows school district passed a balanced operating budget on Wednesday night, including cuts to cover a $5.02-million shortfall. The cuts included classroom teachers, English language learning staff, clerical staff, information technology staff, the elimination of a summer reading program, changes to student transportation and other cuts.

• Trustees in New Westminster passed a balanced budget this week, making up a $2.69-million shortfall by cutting night school, increasing class sizes, and laying off more than 25 employees, the Royal City Record reported. Some of those layoffs may be avoided if enrolment is higher than anticipated.

• The Surrey school district is expected to have budget information available at its May 15 public board meeting, but the district has said it is facing a shortfall.

• West Vancouver has presented preliminary budget proposals calling for the use of $1.5 million in surplus funds to balance the budget, which will be voted on May 20.

Alberta Teachers’ Association rejects plan for competency reviews #bced #criticaled #yteubc

ATA News release, May 5, 2014–Alberta Teachers’ Association President Mark Ramsankar is calling today’s report of the Task Force for Teaching Excellence an assault on teachers and is raising serious concerns about direct ministerial interference in the work of the task force.

From the beginning, Johnson’s task force has lacked transparency and legitimacy. The politically driven recommendations have the potential to seriously undermine the culture of education in Alberta, a global leader in education. This seriously undermines teachers’ trust in and relationship with this Progressive Conservative government. Mark Ramsankar, ATA President

The ATA has identified changes that are offensive to teachers and will undermine the culture of education in Alberta, including recommendations that

  • strip teachers of fundamental employment protections,
  • force recertification every 5 years,
  • grant teaching certificates to individuals who do not have a teaching degree,
  • fail to recognize fundamental differences between policing conduct and reviewing teacher professional practice,
  • turn principals from collaborative school leaders into factory bosses, and
  • attempt to extort compliance from the Association by threatening to remove principals from membership and/or break it up.

Ramsankar says the Association has received information from many very well-placed sources that indicate that Minister Johnson and his bureaucrats have been very active in directing the work of the task force, including the drafting of recommendations.

Ramsankar is calling on Premier Hancock to immediately and clearly outline the position of the government on the task force recommendations attacking the profession.

The Alberta Teachers’ Association, as the professional organization of teachers, promotes and advances public education, safeguards standards of professional practice and serves as the advocate for its 35,000 members.

As many of us have documented in our scholarly work, the past five years have witnessed a full-fledged attack on public school teachers and their unions. With backing from Wall Street and venture philanthropists, the public imaginary has been saturated with images and rhetoric decrying teachers as the impediments to ‘real’ change in K-12 education. Docu-dramas like Waiting For ‘Superman,’ news stories like Steve Brill’s, “The Teachers’ Unions’ Last Stand,” in The New York Times Magazineand high profile rhetoric like Michelle Rhee’s mantra that students, not adults, need to be “put first” in education reform, all point to this reality: teachers face an orchestrated, billion dollar assault on their professional status, their knowledge, and their abilities to facilitate dialogical spaces in classrooms. This assault has materialized and been compounded by an austerity environment that is characterized by waning federal support and a narrow corporate agenda. Tens of thousands of teachers have suffered job loss, while thousands more fear the same.

Far from being silent, teachers are putting up a fight. From the strike in Chicago, to grassroots mobilizing to wrest control of the United Federation of Teachers in New York, to public messaging campaigns in Philadelphia, from boycotts in Seattle to job action and strikes in British Columbia, teachers and their local allies are organizing, agitating and confronting school reform in the name of saving public education. In collaboration with parents, community activists, school staff, students, and administrators, teacher are naming various structures of oppression and working to reclaim the conversation and restore a sense of self-determination to their personal, professional, and civic lives.

This special issue of Workplace calls for proposals to document the resistance of teachers in the United States, Canada, and globally. Though much has been written about the plight of teachers under neoliberal draconianism, the reparative scholarship on teachers’ educating, organizing, and agitating is less abundant. This special issue is solely dedicated to mapping instances of resistance in hopes of serving as both resource and inspiration for the growing movement.

This issue will have three sections, with three different formats for scholarship/media. Examples might include:

I. Critical Research Papers (4000-6000 words)

  • Qualitative/ethnographic work documenting the process of teachers coming to critical consciousness.
  • Critical historiographies linking trajectories of political activism of teachers/unions across time and place.
  • Documenting and theorizing teacher praxis—protests, community education campaigns, critical agency in the classroom.
  • Critical examinations of how teachers, in specific locales, are drawing on and enacting critical theories of resistance (Feminist, Politics of Love/Caring/Cariño, Black Radical Traditions, Mother’s Movements, and so on).

II. Portraits of Resistance

  • Autobiographical sketches from the ground. (~2000 words)
  • Alternative/Artistic representations/Documentations of Refusal (poetry, visual art, photography, soundscapes)

III. Analysis and Synthesis of Various Media

  • Critical book, blog, art, periodical, music, movie reviews. (1500-2000 words)

Consistently for well over a decade the British Columbia Teachers’ Federation (BCTF) has stepped up for labour leadership, and thereby opened opportunities for every worker in the province. This has meant taking hard stands at the bargaining table, strike votes, job action, and strikes. At each moment this meant giving time and giving up wages so that other and future workers benefit. At each and every step the BC Federation of Labour (BCFED) was there with the BCTF, sitting, standing, and walking beside the teachers. This time is no different as the teachers stand up once again this week to take a strike vote against unfair labour practices.

Make no mistake, a month after a BC Supreme Court finding of the BC Liberals’ underhanded and unfair labour practices, this is a no confidence vote in the Ministers of education and labour if not the government itself. Nearly a decade since mobilizing workers into a general strike capacity in the province, it may be time once again for the BCFED to mobilize a Day of Action. More than 1993 and 1994 or 2004 and 2005, worker and student discontent in BC is boiling over. The BCTF is once again adopting a leadership role and we can expect the BCFED and workers in the province to share in this current stand against unfair labour practices.

BCTF, February 25, 2014– After a full year of bargaining and more than 40 sessions at the table, BC teachers have called for a strike vote to push back against major concession demands, an unfair salary offer, and a deliberately confrontational attempt to reverse the recent BC Supreme Court decision on class size, composition, and staffing levels, said BCTF President Jim Iker.

“Teachers care deeply about our schools, our students, and our communities. We don’t take a strike vote lightly,” said Iker. “However, this government seems incapable or unwilling to let the BC Public School Employers’ Association negotiate fairly with teachers. Christy Clark, her government, and BCPSEA are insisting on rollbacks, freezing wages, and ignoring the Supreme Court of British Columbia.”

Iker said he was incredibly disappointed and frustrated as teachers have worked hard this round to create a sense of calm and purpose at the bargaining table. While the last round was dominated by government acting in bad faith, this time teachers were hopeful that new players and a new framework agreement would help both parties reach a fair and reasonable deal.

Since January 27, when the BC Supreme Court released its ruling that found the Christy Clark government had acted in bad faith, BCPSEA has tabled unreasonable proposals:

  • New language that would yet again strip all provisions on class size, class composition, and staffing levels for teacher-librarians, counsellors, special education, and other specialist teachers.
  • A salary offer that starts with a 0.5% increase on the date of ratification. The increase is not retroactive. Because the previous contract expired last June, this means zero for all of 2013–14 school year to date. The proposal is followed by another zero for 2014–15 school year and then various ones and point fives over the next four years. The last four years of the 10-year term, an idea teachers rejected in June by a province-wide vote of 96%, features an ill-defined indexing scheme that even BCPSEA’s negotiators could not explain.

“The move to once again strip class size, composition, and staffing levels from teachers just days after the BC Supreme Court’s ruling showed total disrespect for the law, for teachers, and for students,” said Iker. “This government, through BCPSEA, is trying to pretend Justice Griffin’s ruling never happened. Their proposal to eliminate class size, class composition, and staffing levels would ‘supersede and replace all previous articles that addressed class size, composition, and staffing levels.’ For 12 years teachers have worked to defend our rights, our working conditions, and our students’ learning conditions, and once again we find ourselves facing a government focused only on confrontation.”

On the salary front, BCPSEA’s offer means BC teachers are being asked to take up to two more years of zeros after no salary increases in 2011–12 and 2012–13.

“Despite most other public sector workers receiving increases in the range of 3.5 to 4% over two years as part of the co-operative gains mandate, the government has directed BCPSEA to pursue a totally different agenda with teachers,” said Iker. “Trying to force wage freezes on teachers for another two years is not reasonable or fair, given what the government negotiated with other workers in the public sector. Teachers are asking for an increase that addresses the rising cost of living and a market adjustment that reflects how far we are behind other teachers in Canada. We believe that’s fair and reasonable.

“BC teachers cannot sit back and let Christy Clark and her government talk about labour peace in public, while trying once again to provoke teachers behind closed doors. We will do everything we can to secure a fair deal for teachers and better support for our students.”

BCTF, February 18, 2014– British Columbia’s latest budget is full of empty promises, ignores real problems, and will increase instability in BC’s public education system, BCTF First Vice-President Glen Hansman said today.

“Budget 2014 makes a lot of promises about trades, transforming education, and supporting teachers and students, but there is nothing to back those promises up,” said Hansman. “For example, there is a long list of promises around trades education and its importance to BC’s economic future. However, there is no new funding to deal with the unsafe and overcrowded shop classes we have across the province today. BC teachers used to have contract language limiting the number of students in a technology education class to 24. But since Christy Clark unconstitutionally stripped our collective agreements in 2002, class sizes have grown and become unsafe. The government’s decision to appeal the BC Supreme Court’s latest ruling shows the BC Liberals are not serious about improving learning conditions in BC schools or about their own policy initiatives.”

According to Statistics Canada, British Columbia currently funds public education $1,000 less per student than the national average. Only PEI is worse than BC, and this gap in funding continues to have serious implications for students.

“Budget 2014 is another step back for education funding and means BC kids are still being short-changed compared to other students across Canada,” said Hansman. “There is no new funding to deal with millions in rising costs downloaded onto school districts like another MSP hike and huge BC Hydro increases. That means, despite the government’s claims, more cuts to classrooms and less services to support all children, including those with special needs.

“Christy Clark’s government has claimed that there is no way to reduce class sizes, hire the needed specialist teachers, and improve class composition. However, there is a surplus and a sizable contingency fund. The government just chose not to put the funds into schools and education. After losing two rounds in BC Supreme Court, it’s time for government to respect teachers, the work we do, and properly fund BC’s education system.”

BC teachers and the BC Public School Employers’ Association have been at the bargaining table for over a year. Teachers expect the government to enable the employer to negotiate a fair deal, in good faith, that will recognize the important work that BC public school teachers do every day and put new resources into classrooms.

Some still consider social justice in schools to be “indoctrination” #bced #yteubc #occupyeducation

Perhaps not too surprising all things considered in BC, the Social Justice 12 course continues to be dismissed as indoctrination. One one hand, it’s not surprising given the swing right over the past dozen years in the province. On the other, any subject or course that is not one of the official nine (i.e., art, careers, applied skills, language, math, music, physical education, science, socials) is nearly doomed to skepticism or marginalization. In the Surrey Leader, Tom Fletcher belittles the course as  “student indoctrination” and curriculum activities endorsed by the BCTF as “one-sided caricatures:”

Their buzzword is “social justice,” which is portrayed by leftists as superior to plain old justice, in ways that are seldom defined. So what exactly are the goals of this “social change”? Here’s some of what I’ve gleaned.

Parents may recall the 2008 introduction of an elective high school course called Social Justice 12. This was mainly the result of intense protest by a couple of gay activist teachers, and the ministry curriculum describes its emphasis on inclusion of racial, cultural and sexual differences…. BCTF bosses love to talk about the importance of “critical thinking.” These one-sided caricatures of Nike, Enbridge and other familiar villains seem designed to produce the opposite.

Today’s follow-up response to the column reiterates the conservative, anti-union politics at hand:

Great column. I consider this one as one of the most important ones that Tom Fletcher has written, alongside the one about “science gives way to superstition”.

If the B.C. Teachers’ Federation advocates a collectivist ideology such as socialism, the chances of saving our children from the influence of dangerous, very militant, egalitarian philosophy are slim.

Like it or not, the BCTF is one of the most astute, successful labor unions in the country and Social Justice 12 stands as the single-most progressive curriculum innovation in BC over the past 25 years. Given its origins in the passionate commitments to education by a courageous, gay couple, tenuous existence and tests in and out of courts for almost a decade, conservative challenges to deny enrolment in certain districts, and a challenge to the official curriculum, the course triumphed. This was against nearly all odds. Social Justice 12 is that important– not as content per se but as an example and precedent that curriculum can be transformative and transformed.

And the lesson is this simple: Through its professionalism, insights, and yes, politics, BCTF finds the way, opens the doors, and welcomes these necessary additions to an overly officious curriculum. In that way, the BCTF’s social justice politics and the course are refreshing for a change in this province.

BCPSEA backs down on free expression dispute with teachers / BCTF #bced #yteubc

Over the last decade, the British Columbia Teachers’ Federation has systematically tested the limits of free expression for teachers. Through a series of grievances, arbitrations, and court cases, the BCTF has provided one of the most important legal records for teachers’ freedom of expression. The result is nothing short of a significant precedent for the schools.

Earlier this month, a bit of cleaning up after a court decision in the spring resolved the issue of Yertle the Turtle. The BC Public School Employers’ Association (BCPSEA) finally backed down on the BCTF local’s challenge to the BCPSEA’s ban of certain quotes from the venerable Dr. Seuss book. Finally again, we will see teachers quoting truth to power: “I know up on top you are seeing great sights, but down here on the bottom, we too should have rights.”

This is far from the end, as free expression and academic freedom in the schools require active, living tests of boundaries and lines. The ban lifted on Yertle the Turtle turns a page but does not yet finish the chapter. The quotes from Yertle were spoken for a larger scope of rights, including rights to bargain contracts and define class sizes. For that, the BCTF’s appeal has gone back to the Supreme Court.

Children’s book ‘Yertle the Turtle’ now OK again in unionized B.C. classrooms

Terri Theodore, Globe and Mail, October 11, 2013– “Yertle the Turtle” is no longer under ban.

“Yertle the Turtle” can gather more fans — in school districts around British Columbia.

A freedom of expression grievance has been settled between the BC Teachers’ Federation and the B.C. Public School Employers’ Association based on the Dr. Seuss children’s book about a turtle trying to assert its rights.

The complaint was one of several made by the union when some school districts were banning classroom displays of union posters, buttons and T-shirts in the middle of a teachers’ contract dispute.

In one case, an administrator vetoed a quote for classroom display in Prince Rupert from the book “Yertle the Turtle,” saying it was too political.

Dave Stigant, with the Prince Rupert district, was given about 20 quotes from the book to determine if they would be appropriate to expose to students during an ongoing labour dispute.

He didn’t like this quote: “I know up on top you are seeing great sights, but down here on the bottom, we too should have rights.”

BCTF President Jim Iker said the quote was just a small example of several instances where the union felt it had a claim of unfair labour practices in the province.

“But definitely the ‘Yertle the Turtle’ one out of Prince Rupert highlighted the whole issue of freedom of expression and our constitutional rights.”

Iker said several such claims went to arbitration over the last four or five years before the issue was ironed out.

The complaints were settled based on a previous court case, a key arbitration ruling and an agreement with the employer on freedom of expression rights.

Teachers are now allowed to display or wear union posters, buttons and T-shirts.

“I’m hoping it clears it up. I think it actually gives both sides certainty and we know where the limits are in terms of materials and what we’re able to display or not display, and I think the employer knows what the expectations are,” Iker said.

He said teachers also know that they can’t discuss any kind of political or union messaging with students during instruction time.

Quebec teachers’ group calls Charter of Values extremist #bced

CTVNews, September 4, 2013– An organization of Quebec teachers is calling the Parti Quebecois’ so-called “Quebec Values” charter extremist, warning it could hinder some teachers’ right to work if they aren’t permitted to wear such religious garb as hijabs, kippas, turbans or crosses.

The Federation Autonome de L’Enseignment, or FAE, denounced the proposed charter on Wednesday, saying they support secular values but that individuals have the right to religious expression.

“The right of our members to work is at stake,” FAE president Sylvain Mallette told a news conference.

Quebec has come under fire from a number of rights groups over the proposed charter, which would seek to restrict public employees from wearing religious symbols in the workplace, including in schools, daycares and hospitals.

Premier Pauline Marois is expected to announce the legislation early next week.

Mallette says the FAE — a 32,000-strong organization of eight public teachers’ unions — supports secular values such as removing prayer from schools and regulating religious holidays. But she added the legislation slated to be tabled by the Parti Quebecois is something else altogether.

“It is hypocritical to legislate a charter of secular values beneath a religious icon,” said Mallette, calling on the provincial government to remove the crucifix that has been hanging in National Assembly since 1936.

Mallette also called for the provincial government to remove subsidies for religious schools, which make up half of the private schools in Quebec.

“The right to believe does not translate to unequal treatment and preferential rights,” Mallette said.

The FAE is only the latest group to chime in against the proposed charter.

Calgary Mayor Naheed Nenshi and Ontario Premier Kathleen Wynne both spoke out against the proposal earlier this week.

Nenshi said that residents of all faiths are welcome in his city, while Wynne said that diversity is the key to Ontario’s strength.

Teach for America Apostates: A Primer of Alumni Resistance

Owen Davis, Truthout, August 2, 2013– Brianna stands beside the conductor’s podium in the band hall of Chicago’s Uplift High School. An engrossed audience is packed on the risers. Mirrored sunglasses obscure her expression, and her only sign of nervousness is in the movement of her hands, clasping and unclasping before her.

Brianna was a public school student in New Orleans when Hurricane Katrina hit. In the wake of the flood, whole neighborhoods were destroyed. Approximately 1,300 people had died and hundreds of thousands were yet to return. Amid all this, she had faith her schools would weather the storm.

Instead, she found that her school was one of the many consolidated into charter schools, which draw public funds but are privately managed. Thousands of school employees had been fired (a move later ruled illegal), and many of the replacements were young, lightly trained recruits from Teach for America. By 2007, nearly half of the city’s teachers were in their first three years of teaching. TFA became embedded in the fabric of the district, and one in three New Orleans students can now call a TFA recruit their teacher.

Brianna was vexed by her young new teachers, who were adversarial and fixated on data. “Everything was taken away,” Brianna said. “And then the teachers don’t even care about you.”

Complicating matters, many of the new teachers in the majority-black district were white and unfamiliar with the community. Indeed, the replacement of veteran teachers has decreased by one-third the percentage of black teachers in the district. In the novice classrooms, Brianna saw “a power dynamic type of thing,” in which bald racial hierarchies arose where classroom management failed. The teachers focused less on building relationships, more on “numbers, numbers, numbers.”

The students returned the teachers’ animus. Disciplinary actions spiked. Brianna tells of students being cuffed by police and pulled from classrooms, of classes dwindling and incarceration rising. Today, the Recovery School District boasts an out-of-school suspension rate that’s four times the national average.

Who was this corps of new teachers, so combative in their approach? Why their obsession with numbers? Whence the startling admission, “I’m here for two years, then I’m out”?

Only later would Brianna learn that they were recruited through Teach for America, a nonprofit that places thousands of new teachers in high-needs schools every year. They come armed with five weeks of summer training, committed to two years in the classroom. Founded by Princeton graduate Wendy Kopp in 1989, TFA now has some 28,000 alumni throughout the country.

Now, some of those alumni are denouncing the organization. They make up part of the group squeezed into a high school band hall to hear Brianna denounce their ilk. It’s the first time many of them have heard this perspective.

The event, called “Organizing Resistance to Teach for America and its Role in Privatization,” took place during the Free Minds, Free People conference from July 11-14, in Chicago. It aimed “to help attendees identify the resources they have as activists and educators to advocate for real, just reform in their communities.” Namely, resisting TFA.

The summit didn’t drop from the sky fully formed. A group of New Orleans-based parent-activists, former students, non-TFA teachers and TFA alumni collaborated for months to arrange it.

Complementing their critique is a small but growing group of TFA dissidents and apostates who’ve taken their concerns to the press. Even as TFA marches into more and more classrooms throughout the country and world, a burgeoning group of heretics is nailing its theses to the door. But why are they speaking up just now?

Altruist-Turned-Skeptic Gary Rubenstein
When Gary Rubinstein joined TFA in 1991, he was motivated largely by the fact that it was “a big thing to do.” Altruism played a part – “I’m a nice person, I do care,” he says – but the novelty of it enthralled him. It was “partly like going to another country.”
In his case, that great unknown was Houston. At the time, there existed a genuine teacher shortage in Houston, as in other cities. Class sizes were enormous, and students saw strings of long-term substitutes instead of full-time teachers. TFA’s foot soldiers were greeted warmly.

A wry double-major in math and philosophy with a predilection for “David Sedaris-style” writing, Rubinstein assumed his enthusiasm and subject knowledge would translate to successful teaching. Instead, his classes were unruly and his teaching haphazard. He recalls a particular lesson in which he gave students measuring tape and told them “go measure stuff,” only to find them measuring, “let’s just say, parts of their own anatomy.”

Rubinstein found that without classroom management, it didn’t matter “how much you knew or how much you cared about the kids.” So he became a martinet. He considers himself one of the first “no excuses” teachers, subscribing to a brand of unwavering discipline many charter schools now espouse.

He recorded his observations on classroom management (now a book), and decided to put together a guide for incoming corps members he considered underprepared. He asked Wendy Kopp in an elevator for her blessing, which she granted. (They’re no longer on such amicable terms.)

Rubinstein has questioned TFA’s training model, a five-week training course called Institute, for two decades. In 1995, by then a veteran teacher by TFA standards, he began leading a workshop on classroom management, partly an excuse to splash cold water on the faces of the dewy-eyed idealists. “TFA is not giving you the real story,” he’d tell the recruits. “They’re trying to shield you from reality.” He delivered that pep talk for 11 years.

Until relatively recently, Rubinstein’s criticisms were relegated to the training he considers so inadequate, “it’s offensive.” Otherwise, he admired the thrust of TFA’s mission. He even recruited for TFA at his alma mater, Tufts. But after attending the 20-year TFA anniversary summit in 2010, his critique deepened. It wasn’t long before he wrote the blog post that made his name and initiated a genre: “Why I Did TFA, and why you shouldn’t.”

“Scrap the Map” Teacher Activist Jesse Hagopian “Did” Teach for America
It’s not common knowledge that Jesse Hagopian “did” Teach for America. “I don’t always divulge that,” he admits. The TFA badge is notoriously useful in landing jobs at McKinsey and Goldman Sachs, but it lends little cred among activists. Hagopian is of the latter camp.

He’s better known for helping to organize the successful “Scrap the MAP” campaign at Garfield High School, in Seattle, where he teaches history and advises the Black Student Union. With the support of students and parents, the teachers there boycotted the state standardized test, faced down sanctions and eventually secured the right to forgo the test. Hagopian still glows when he talks about it.

He graduated from Macalester College in 2001 after studying radical antiracist theory. “I just spent the last years analyzing these problems,” he remembers thinking. “What do I do with this?”
Hagopian, admittedly “politically unsophisticated” at the time, was attracted by TFA’s social justice language. During his five-week training in the Bronx, though, he quickly surmised that it “wasn’t the emancipatory project” that he’d hoped.

His friend and dorm-mate was a fellow black radical who “began raising all kinds of questions” about race within TFA’s pedagogy. TFA put him on an “improvement plan,” a set of sanctions that requires corps members to complete supplemental work on top of grueling Institute assignments. According to TFA:

In certain instances, a corps member may act in ways that interfere with the learning and progress of students, behaving in such a way as to give rise to concerns that s/he is not demonstrating our core values….

“We saw him as being targeted,” Hagopian says. The plan was “almost impossible to fulfill.” His friend was soon dismissed.
Hagopian soldiered on. “The bigger conversations about the purpose of it get lost,” he said, “because you’re trying to become a teacher in five weeks.”

When he entered a high-poverty school in Washington, D.C., he realized how truly unprepared he was. An innocuous show-and-tell turned into a litany of tragedies as students presented their mementos of male family members who were dead or in jail. Hagopian felt “overwhelming sorrow and panic,” unequipped to heal that grief or to help students grasp “why this happened to their families.”

At the same time, the passage of No Child Left Behind (NCLB) illuminated TFA’s politics. He saw TFA “fall in lockstep” with NCLB, especially its reliance on standardized testing and the sanctions it forced on “failing schools.” Hagopian taught in a school reconstituted under NCLB guidelines. Its staff had been laid off and replaced. The new faculty might have been fresh-faced, but they were dreadfully unfamiliar with the community and its needs. TFA provided no means to address this gap; it had far more to say about data and assessments than race and inequality.

Hagopian puts it in stark terms: “there was nothing on standardized tests about how to end mass incarceration.”

Over the years, he cultivated a full critique of TFA, conveyed in part in his 2010 Seattle Times op-ed agitating against bringing TFA to Seattle. He feels that TFA “fits very nicely into an overall strategy” of privatizing education and diminishing critical thinking. Meanwhile, the organization glosses over intractable issues of race and inequality at the heart of American educational system.

After 12 year slumber, BC Liberals dream of 10 year deals

Save for summer school, July and August are typically months during which teachers catch up on life and professional development or find down time after the intensity of stressors of the school year. For the BC Teachers’ Federation (BCTF), this is commonly a time to strategize or coordinate leadership teams. Following an era of astute, outstanding leadership by Susan Lambert, Jim Iker begins his term as President of the BCTF facing pressures from the BC Public School Employers’ Association to shift contract negotiations to plans for a 10 year deal through to 2024.

BC Liberals Education Minister Peter Fassbender begins his term having to defend the pipe dream. One might imagine that this is a Rip van Winkle fairy tale, wherein after sleeping on the job of contract negotiations for 12 years, the BC Liberals now want to make a dream of a 10 year deal come true.  This would be a generous, made-for-preschoolers reading of the situation. The Buddhist policy wonk might say that the Liberals didn’t snooze but meditated on contracts for a dozen years to reach this 2024 vision of clarity. Either could be true, and there you have it…

Iker is clear about the BCTF’s position:

We’re open to a longer term deal, but we know that deal has to represent a fair deal for our members and has to provide more support for our students and more one-on-one time in particular for our students. It has to deal with the issues of class size, class composition and learning specialist ratios. This is also part of our court case, which is ongoing and we’ve got 19 days (in court) in September. It also has to address our salaries; we’ve fallen way behind our teacher counterparts across Canada. For any successful round of bargaining, you need resources brought to the table….

I don’t rule out a longer term deal. Do I rule out a 10-year deal? Yes. We had an education minister in February who told us that no government could never commit to funding 10 years of indexing and that’s one of their pieces. Part of our responsibility is to advocate for public education, for our students and for the funding. We will continue to do that and some people would think the idea of the 10-year deal is just to silence us for 10 years, but we’re not going to be silenced because people expect us to advocate on behalf of students.

When asked by the Vancouver Sun what he “thought of the government decision to remove the bargaining mandate from the B.C. Public School Employers’ Association and appoint negotiator Peter Cameron?,” Iker responded:

I’m not sure what this move actually is because we’ve been at a bargaining table where really, the employer has had no mandate in terms of resources…. We were actually hoping to reach an agreement by the end of June. That was our goal. If we’re going to be negotiating directly with government, I guess that’s fine, as long as it’s at the bargaining table. Peter Cameron has been hired by the Ministry of Education, but is he going to represent government? That’s still to be determined. We will see in September who actually is across the table from us.

Vancouver elementary teachers association endorse NDP in BC election #BCPoli

Given the BC Liberals history of underfunding public education, promoting corporate intrusion, and undermining of collective bargaining, the Vancouver Elementary School Teachers’ Association (VESTA) are  lobbying the BCTF to endorse the NDP leading up to the May 14 election.

“The change has been brought about by what we consider to be a decade… long attack on public education through government policy, strips of collective agreements, legislation,” said Gerry Kent, VESTA president.

“While (the BCTF is) not endorsing a political party, I think it’s clear that it’s time that maybe we do. Especially in light of the current budget that the Liberals propose, there doesn’t seem to be any help to remedy the difficulties that are affecting public education, which in our view have been put in place by the Liberal government.”
