Sandra Mathison, The Globe and Mail, October 19, 2016–  Education Minister Mike Bernier fired the Vancouver School Board on Monday morning, a shocking move illustrating how very differently the public and the politicians see the role of school boards. On the one hand the public sees school boards as advocates for their community and their schools. On the other hand the government sees school boards as technocrats appropriately constrained by the B.C. School Act to manage school districts.

Citizens go to the polls in an election year and vote for school trustees who will manage the school district, but voters also expect advocacy for the district, schools and children. The public does not see itself as simply electing bureaucrats; they elect champions. Greater parental involvement in schools was established in the 1970s and 80s with the creation of parent advisory committees giving members of the public every reason to believe their voices matter. With control vested in the politicians and educational bureaucracy of the moment, school trustee advocacy for well-funded, appropriate education is framed in relation to the current provincial party (the B.C. Liberals) and educational leadership (Minister of Education Bernier).

As shocking as firing the Vancouver School Board is, the provincial government’s action reflects a historical pattern of centralized education governance that has become ever more acute. By law, school boards are subordinate to the provincial government and charged with managing the budget and implementing the curriculum and standards set by the ministry. This change is not recent and began as early as the 1970s although escalated dramatically with Socred changes to school governance in the 1980s.

Firing school boards is draconian but it has happened before in British Columbia. In 1985, the Socreds fired both the Vancouver and Cowichan trustees for submitting needs-based budgets rather than complying with government-set spending limits. Provincial governments have made other changes to school boards that have outraged the electorate, such as the NDP’s 1995 plan to centralize schools and reduce the number of school boards from 75 to 37 (a plan only partly implemented and a reduction in the number of school districts to the current 60).

Even though firing a school board in B.C. is legal within a centralized education system, it is unmistakably a political act. The BC Liberals have been in an antagonistic relationship with local education authorities and other education constituencies such as the BC Teachers’ Federation for years. Firing the VSB trustees is a political move, but it is also a bureaucratic move that fosters the centralization of educational decision-making. It is easy to see this as merely a partisan move, rather than one that is both political and partisan.

Mr. Bernier accused the VSB trustees of spending too much time on advocacy and too little time on following the rules. Many Vancouver parents accuse the B.C. Liberals of flouting democracy for political ends.

This dramatic situation in Vancouver raises the question: Are school boards necessary? The answer has to be yes.

Stephen Petrina & E. Wayne Ross, Vancouver Observer, October 7, 2016– Vancouver, the city of disparities, is faced with polar opposites in its educational system.

The contrast between K-12 schools and the university in Vancouver could not be more stark: The schools sinking in debt with rapidly declining enrolments and empty seats versus the university swimming in cash and bloating quotas to force excessive enrolments beyond capacity.

With central offices just 7km or 12 minutes apart, the two operate as if in different hemispheres or eras: the schools laying off teachers and planning to close buildings versus the university given a quota for preparing about 650 teachers for a glutted market with few to no jobs on the remote horizon in the largest city of the province.

There is a gateway from grade 12 in high school to grade 13 in the university but from a finance perspective there appears an unbreachable wall between village and castle.

Pundits and researchers are nonetheless mistaken in believing that the Vancouver schools’ current $22m shortfall is disconnected from the university’s $36m real estate windfall this past year.

The schools are begging for funds from the Liberals, who, after saying no to K-12, turn around to say yes to grades 13-24 and pour money into the University of British Columbia, no questions asked.

There may be two ministries in government, Education and Advanced Education; there is but one tax-funded bank account.

#UBC says Now is the Time to Speculate #ubcnews #highered #bced #caut

With the Chair of BoG and Sauder School of Business administrators under investigation, UBC advises that now is the time to speculate about President Gupta and all University affairs, if not everything. As it should be at a research institution. As it should be with the economy in shambles.

Over the past few weeks, speculation on the sudden resignation of President Gupta has been impressive. For starters, here are some running reasons for the resignation:

  1. The University guesstimates that the resignation was a “leadership transition.”
  2. The FAUBC reports that the University also presumes that the President “wishes to return to the life of a Professor of Computer Science.”
  3. Martha is inclined to accept at face value that this was Arvind’s “decision to step down” and whatever the reason we should respect whatever the University says it is or isn’t.
  4. Jennifer suggests that in challenging Montalbano, Chair of BoG, the President lost a masculinity contest. In other words, he lost what the Romans called a ludi mingo (roughly translated as a p-ing game or contest).
  5. Wayne postulates that triskaidekaphobia finally took its toll on the President, the thirteenth in UBC’s history. The presidential hot-seat– think of the Spinal Tap drummer syndrome here.
  6. Eva fancies that the President was told by the Chair of BoG that his fountain would not spew higher than the Martha Piper Fountain, prominently configured on the highest point of campus at the centre of the Martha Piper Plaza. Alas, President Piper must be reinstalled. This reason adds missing clues and details to #4.
  7. The Ubyssey posits that the President might have found something foreboding in his “performance reports.” This may have required reading between the lines.
  8. Nassif presupposes that the President was yet another of the “victims of end runs by deans,” wherein there is a well-trodden path dating back more than a century.
  9. Charlie conjectures that Montalbano and the BoG evened the score by making Gupta’s tenure difficult after he canned or nudged out VP Ouillet.
  10. Tony has a suspicion that, post Gupta’s resignation, UBC leaders adopted PM Harper’s template of denying implication in the controversy.
  11. CUPE Locals believe that Gupta was “removed by the largely unelected Board of Governors.” Emphasis on “unelected.”
  12. Simona and Frances figure that administrators still left on campus have some answers. They gather that Gupta “didn’t treat administrators with the same care” as faculty members. Needy as they are, certain admin got anxious and jealous. “Arvind was alienating people one at a time,” one administrator confided. It was time for him to go back down to research and teaching.
  13. Andrew reckons that “there’s some kind of mutual agreement” at work. Nobody knows what this agreement is or if it was really mutual or just a fist-bump and not really an agreement in the official sense if it was just a wink wink to agree to disagree.

UBC says now is the time to speculate. Indeed, we’re hearing that a new motto for the next one hundred years at UBC is being bounced around in Central: Occasio Speculatio. After all, Tuum Est, the motto for the first hundred never recovered after the students in the 1960s dubbed it: Too Messed.

#UBC crisis of administration extends downward to bloated middle management #highered #caut #bced #ubcnews

The University of British Columbia’s current failures of academic governance may have been publicly signalled by the sudden resignation of President Gupta on 7 August, but the crisis of administration extends well back into the University’s recent past and down into the lower chain of command. In fact, the President’s resignation is just the tip of the iceberg. The failures and crises extend from the President’s Office through the deans down to the bloat of middle managers, assistant and associate deans. Most noticeably, UBC has been skirting and fumbling around Canada’s Federal Contractor’s Program to appoint its middle managers. One might conclude that favouritism, if not nepotism in cases, is common while searches bound by the Federal Program of employment equity are rare. For this rank of middle managers, appointments are made with no procedures and hence there is no input from faculty members or the wider academic community and reappointments are made with no evaluation or review.

Unlike policies governing the appointment of department heads and deans, which are regulated by searches and reviews, there is no University policy to regulate the appointment and reappointment of assistant and associate deans. UBC has 97 policies but suspiciously none to regulate the hiring of these middle managers. Why is this? And unlike other universities (e.g., Simon FraserToronto), at UBC the deans have liberty to appoint middle managers at pleasure or whim. The result is a bloating of the assistant and associate dean ranks from 47 in 2000 to 72 in 2015— ostensibly all without searches or regard for policy. With no policies or searches to regulate or monitor qualifications, the result is a mixed bag and questionable levels of competence.

Faculty members were expecting President Gupta to clean up a mess. Cleaning house, he predictably ran into the resistance of status quo. The provosts and middle managers preferred to leave well enough alone. Consider this for instance:

On 19 September 2014, a few months into President Gupta’s appointment, I submitted a request to the Board of Governors to form a policy for hiring and reappointing assistant and associate deans. Basically, the request was to reign in these at whim appointments, curb the bloat of middle managers and align with fair hiring practices. Refusing to address the request, in October the BoG bounced it to University Counsel, which proceeded to ‘consult’ with the Provosts, Vancouver and Okanagan. On 12 January, I was told by University Counsel that the two Provosts, “who would be the Responsible Executives for such a policy do not consider this to be a priority.” In other words, employment equity does not apply to a large and bloated subset of management within the University. On 23 February and 30 March 2015 I followed up with renewed requests to the President’s Office. The President advised re-routing the request back to the Provost’s Office. I hesitated until the announcement of the Provost, pro tem. Sadly, unwilling to shake up status quo, on 24 June the new Provost repeated the old: “I also do not see it as a priority at this time.”

Although the provosts, and by prerogative the deans, do not consider employment equity and fair procedures “to be a priority” in the appointment of the University’s managers, for the balance of the University faculty and staff, this remains priority.

Bounced around the President’s Office for nearly a year, this basic request to align administrative appointments with hiring guidelines and peer universities has come full circle. The middle management bloat at UBC coincidentally began with President Piper’s initial appointment. Now, looking back and wondering how we got here, requests to deal with the administrative crisis are piling up, higher and deeper. Now, with President Piper back in office, this specific request lands on her desk, regardless of how and where it has been bounced.

With the Faculty Association of UBC calling for the resignation of the Chair of the BoG, perhaps this faculty governance body will make good on its responsibility to form meaningful policy. Top down or bottom up, its time to clean up UBC’s administrative mess, failure by failure, crisis by crisis. Sorry to say provosts, this actually is a priority.

Let’s face it: Evaluation is silly. Reviews of programs and units in universities in this day and age are even sillier. Units put the Unit in Unitversity, so what’s to review? No one really believes the Commission on Institutions of Higher Education when they boast in the naval-gazing Self-Study Guide that “undertaking a self-study is a major enterprise” or “self-study cannot be done well under rushed conditions.” Says who? These academic proverbs sell booklets with a wink wink and a chuckle.

That is the gist of the administrative genius of a major innovation in evaluation at iPopU. We drilled down to what is the core of the Review process and then inventoried trends to find that the Rating widget solves every problem of evaluation.

There are three types of evaluations, Conformative, Normative, and Summative, or what I’m told is better known in the field nowadays as Corporative, and the Rating widget solves all three at once. Yes, I hear you nodding, quite the little workhorse that Rating widget!

Yet, it took iPopU to repurpose it to the depth work of admin.

When we announced that it was time for Reviews, the yawning started and then came the dragging of the heels, for years. Check, we hear you when you say evaluations never change anything. Check, we hear you when you say you have better things to do. Check, we hear you when you say self-studies can be completed by a grad student or staff member with a Fillitin app on their phones. Check, we hear you when you say accreditation is a carry-over make-work relic of the medieval scholiastics. Check, we see you when you ask there must be a better way.

In one School, we have fourteen senior administrators who are already bumping into each other. Assigning a few to oversee a Review just adds to this. Remember, a bustling administrative office is like hot air when heated with a fan, electrons expand and collide with each other. In the old days, we dragged out Reviews for years, from one to the next, thinking that the best review was the prolonged review. We had two Associate Deans of the Office of Review. When we reviewed our 65 programs some time ago, comic relief faculty lovingly referred to this as a three-ring circus and then posted it on iPopUtube as a keystone cops episode. So we made admin offices bigger to avoid that. But, I listen to you wondering, are these admins underworked? I answer to that, better to have many than few. Am I right?

So iPopU introvated and in 2013 did all Reviews with the Rating widget.

Embarrassing recent events in Canadian higher education #cdnpse #GeorgeRammell #RobertBuckingham @usask

I’ll admit to a quaint hope that universities are still places where dialogue and dissent are both possible and desirable, but two incidents in the last week leave me scratching my head. The first is the theft of professor George Rammell’s sculpture by the Capilano University administration, and the second is the firing of Robert Buckingham, Dean of the School of Public Health at the University of Saskatchewan. The issues in the two cases are not the same, but what both share is an unbelievable authoritarianism on the part of the upper administration, a willingness to trample on academic freedom and the absolute intolerance of resistance or disagreement about program cuts and restructuring. The point is not whether each of these universities plans for budget cutting and trimming are appropriate (that would be a different post), but the response to faculty and middle management who DARE to disagree with the upper administration. If this doesn’t have a chilling effect on everyone in Canadian higher education, well we are all being just too polite.

THE CASE OF THE MISSING SCULPTURE

At Capilano University there have been severe program cuts. One program area in which cuts are deep is the arts. George Rammell, sculpture instructor, used his scholarly form of expression to comment on those cuts ~ he created Blathering on in Krisendom, a work in progress  depicting Capilano University president Kris Bulcroft wrapped in a U.S. flag with a poodle. The sculpture went missing last week:

“I immediately called security and the guard told me that orders were given by the top level of the Administration to seize it. I could hardly believe my ears. The Administration had ordered my piece removed off campus to an undisclosed location, without any consultation or prior discussion. I was shocked and not sure if this was Canada,” Rammell stated (as reported in the Georgia Straight).

Jane Shackell, chair of the Board of Governors, released a statement saying that Capilano was “committed to the open and vigorous discourse that is essential in an academic community.” But she had the sculpture removed because it was “workplace harassment of an individual employee, intended to belittle and humiliate the president.” A post for another time, but this might well be the most egregious, inappropriate use of respectful workplace rhetoric to create a workplace where dialogue, dissent, and discourse are not allowed.

Of course, Rammell’s work is easy for the University to steal, but the parallel for some of us might be an administration that comes to your office and wipes all of the files for that critical analysis of higher education book you are working on from your computer. After being AWOL for a week, Capilano University has agreed to return Rammell’s work, but has banned the sculpture from campus and Rammell calls that censorship. It is and it isn’t harassment either. So much for academic freedom.

THE SILENCE OF THE DEANS

Then comes the news, Robert Buckingham, Dean of the School of Public Health at the University of Saskatchewan was fired, relieved of his professorial appointment and tenure, and escorted of the campus ~ for disagreeing publicly with the administration’s restructuring and budget cutting plan, TransformUS.

In discussions of TransformUS, middle managers were ordered to get in line and on board with the plan, and threatened if they spoke publicly against it. Here’s the email from the provost:

 

That a University would want deans who are lackeys and submissive to the upper administration’s “messaging” says a great deal about that administration. Unlike the CapU incident, this is less about academic freedom and all about the importance of maintaining an openness to dialogue and disagreement within the University. Such a heavy handed administrative approach assaults our sensibilities about how even the modern, corporatized U operates. On top of all that, the termination of Buckingham comes a mere five weeks from his retirement and is amazingly mean-spirited.

CAUT director, Jim Turk said:

What the president of the University of Saskatchewan has done is an embarrassment to the traditions and history of the University of Saskatchewan and it’s an embarrassment to post-secondary education across Canada. It’s inexcusable.

He’s right about that!

#BCed schools cut budgets, struggle with shortfalls, layoff teachers #bcpoli #yteubc

• [Vancouver Budget reductions] will result in more than 26 full-time positions being eliminated, on top of the 24 positions already slated to be cut due to declining enrolment or previous decisions, such as a plan to close an adult education centre…. The school board is forecasting a $26.6-million shortfall for the 2015-16 school year and a $3.76-million shortfall for the 2016-17 year, when enrolment is projected to increase. School board elections will be held this fall.

• Coquitlam trustees passed a balanced budget this week that included cuts to make up for a $13.4-million shortfall. Those cuts included 163 positions, including teachers, support staff, special education assistants and school administrators. Parents in the district are planning a rally against the cuts on Friday at MLA Linda Reimer’s office in Port Moody.

• In Langley, the school district’s budget is short by $3 million, and the district will look at program changes, staffing cuts, reductions in supplies and possibly school closures, the Langley Advance reported.

• In North Vancouver, after cost cutting last year, the budget for next year includes a $2.6-million surplus that will be used to maintain staff levels next year and pay for increased costs like the CUPE wage increases and BC Hydro rate hikes, according to the North Shore News.

• The Chilliwack school district is facing a $3.1-million shortfall, but hopes to balance its budget through attrition and reorganization rather than job cuts, the Chilliwack Progress reported.

• The Burnaby school district passed a balanced budget earlier this month that included the elimination of 27 positions to cover a $3.1-million shortfall. The changes include larger class sizes to eliminate 11 teachers and cuts to custodial staff at many schools.

• The Maple Ridge-Pitt Meadows school district passed a balanced operating budget on Wednesday night, including cuts to cover a $5.02-million shortfall. The cuts included classroom teachers, English language learning staff, clerical staff, information technology staff, the elimination of a summer reading program, changes to student transportation and other cuts.

• Trustees in New Westminster passed a balanced budget this week, making up a $2.69-million shortfall by cutting night school, increasing class sizes, and laying off more than 25 employees, the Royal City Record reported. Some of those layoffs may be avoided if enrolment is higher than anticipated.

• The Surrey school district is expected to have budget information available at its May 15 public board meeting, but the district has said it is facing a shortfall.

• West Vancouver has presented preliminary budget proposals calling for the use of $1.5 million in surplus funds to balance the budget, which will be voted on May 20.

67 Vancouver adult educators laid off #bced #bcpoli #yteubc

VESTA, May 8, 2014– On Friday, May 2, 2014, the Vancouver School Board issued layoff notices to 67 employees working in Adult Education. These layoffs affect dedicated employees hired as far back as July 1998.  This is the second year of layoffs in a row affecting Adult Educators in Vancouver. These layoffs are the direct result of detrimental changes in Adult Education funding policy initiated by the provincial government. The BC government established an “Education Guarantee” in 2008 that allowed graduated adult learners to access a wide range of courses leading to the completion of education programs as part of career transitions. In the spring of 2012, the BC Government continued their pattern of reducing funding to public education by restricting courses available to adults under the “Education Guarantee”.  The definition of a graduated adult was altered which had the effect of further reducing the number of students eligible to study in adult education. According to Chris Murphy, President of the Vancouver Adult Educators’ sublocal, “The net consequence of these two measures created a manufactured decline in student enrolment. This has devastated our system and reduced accessibility to adult education programs.”

Additionally, the increasing numbers of school-aged students in Vancouver’s downtown core without the provincial government authorizing the construction of needed schools has resulted in the Vancouver School Board’s decision to close the Roberts’ Adult Education Centre and to reallocate the classroom space to elementary students. Second, the Board relocated and downsized the Main St. Adult Education Centre to Gladstone Secondary. In combination, this will result in fewer classes available, and a reduced ability for adult learners to attend easily accessible schools.

According to Gerry Kent, President of VESTA, “The Vancouver School Board was aware, in February 2013, of the need for more space downtown to accommodate Roberts Education Centre, but failed to plan for this eventuality. Now many adult learners will be left with reduced options for attaining their educational goals.”

Alberta Teachers’ Association rejects plan for competency reviews #bced #criticaled #yteubc

ATA News release, May 5, 2014–Alberta Teachers’ Association President Mark Ramsankar is calling today’s report of the Task Force for Teaching Excellence an assault on teachers and is raising serious concerns about direct ministerial interference in the work of the task force.

From the beginning, Johnson’s task force has lacked transparency and legitimacy. The politically driven recommendations have the potential to seriously undermine the culture of education in Alberta, a global leader in education. This seriously undermines teachers’ trust in and relationship with this Progressive Conservative government. Mark Ramsankar, ATA President

The ATA has identified changes that are offensive to teachers and will undermine the culture of education in Alberta, including recommendations that

  • strip teachers of fundamental employment protections,
  • force recertification every 5 years,
  • grant teaching certificates to individuals who do not have a teaching degree,
  • fail to recognize fundamental differences between policing conduct and reviewing teacher professional practice,
  • turn principals from collaborative school leaders into factory bosses, and
  • attempt to extort compliance from the Association by threatening to remove principals from membership and/or break it up.

Ramsankar says the Association has received information from many very well-placed sources that indicate that Minister Johnson and his bureaucrats have been very active in directing the work of the task force, including the drafting of recommendations.

Ramsankar is calling on Premier Hancock to immediately and clearly outline the position of the government on the task force recommendations attacking the profession.

The Alberta Teachers’ Association, as the professional organization of teachers, promotes and advances public education, safeguards standards of professional practice and serves as the advocate for its 35,000 members.

Oftentimes, the academic job market for full-time (FT) faculty is inversely related to economic recessions. Not anymore. In this prolonged Great Recession, turned Great Depression II in parts of North America and across the world, youth have been particularly hard hit, more pronounced by race. The most common description for this current economy for youth is “a precipitous decline in employment and a corresponding increase in unemployment.” In Canada and the US, unemployment rates for the 16-19 year olds exceed 25%. At the same time, one of the most common descriptions for postsecondary enrollment and participation in Canada and the US is “tremendous growth at the undergraduate level… the number of graduate students has grown significantly faster than the number of undergraduate students over the last 30 years.” With “school-to-work” and “youth employment” oxymoronic, corporate academia and the education industry are capitalizing on masses of students returning to desperately secure advanced credentials in hard times, but no longer does this matter to the professoriate.

If higher education enrollment has been significant, increases in online or e-learning enrollment have been phenomenal. Postsecondary institutions in North America commonly realized 100% increases in online course enrollment from the early 2000s to the present with the percentage of total registrations increasing to 25% for some universities. In Canada, this translates to about 250,000 postsecondary students currently taking online courses but has not translated into FT faculty appointments. More pointedly, it has eroded the FT faculty job market and fueled the part-time (PT) job economy of higher education. About 50% of all faculty in North America are PT but this seems to jump to about 85%-90% for those teaching online courses. For example, in the University of British Columbia’s (UBC) Master of Educational Technology (MET), where there are nearly 1,000 registrations per year, 85% of all sections are taught by PT faculty. In its decade of existence, not a single FT faculty member has been hired for this revenue generating program. Mirroring trends across North America, support staff doubling as adjunct or sessional teach about 45% of MET courses in addition to their 8:30-4:30 job functions in the service units. These indicators are of a larger scope of trends in the automation of intellectual work.

Given these practices across Canada, in the field of Education for example, there has been a precipitous decline in employment of FT faculty, which corresponds with the precipitous decline in employment of youth (Figure 1). Education is fairly reflective of the overall academic job market for doctorates in Canada. Except for short-term trends in certain disciplines, the market for PhDs is bleak. Trends and an expansion of the Great Recession predict that the market will worsen for graduates looking for FT academic jobs in all disciplines. A postdoctoral appointment market is very unlikely to materialize at any scale to offset trends. For instance, Education at UBC currently employs just a handful (i.e., 4-5) of postdocs.

To put it in mild, simple terms: Universities changed their priorities and values by devaluing academic budget lines. Now in inverse relationship to the increases in revenue realized by universities through the 2000s, academic budgets were progressively reduced from 40% or more to just around 20% for many of these institutions. One indicator of this trend is the expansion of adjunct labor or PT academics. In some colleges or faculties, such as Education at UBC, the number of PT faculty, which approached twice that of FT in 2008, teach from 33% to 85% of all sections, depending on the program.

Another indicator is the displacement of tenure track research faculty by non-tenure track, teaching-intensive positions. For example, in Education at UBC, about 18 of the last 25 FT faculty hires were for non-tenure track teaching-intensive positions (i.e., 10 courses per year for Instructor, Lecturer, etc.). This was partially to offset a trend of PT faculty hires pushing Education well over its faculty salary budget (e.g., 240 PT appointments in 2008). Measures in North America have been so draconian that the American Association of University Professors (AAUP) was compelled to report in 2010 that “the tenure system has all but collapsed…. the proportion of teaching-intensive to research-intensive appointments has risen sharply. However, the majority of teaching-intensive positions have been shunted outside of the tenure system.” What is faculty governance, other than an oligarchy, with a handful of faculty governing or to govern?

Letter to parents: Aldergrove school says policy prompted by playground injuries

Gordon McIntyre & Ian Austin, The Province, November 5, 2013– You’ve heard the Alice Cooper lyrics “no more pencils, no more books … .” For kindergarten kids at Coghlan Fundamental Elementary School, tucked away in a remote rural area of Aldergrove, it’s no more tag, no holding hands, or you’ll get teacher’s dirty looks.

A letter went out to Coghlan kindergarten students’ parents on Friday, one of those types that often sit in backpack over a weekend or are put aside to be read later and somehow never are.

Julie Chen found the letter, explaining a new no-touch policy for kindergarten students, on Monday morning as she was packing lunch for her five-year-old daughter.

It reads, in part: “We have unfortunately had to ban all forms of handson play for the immediate future … we will have a zero-tolerance policy.”

Penalties for making physical contact with a schoolmate include being grounded during play time and/or a trip to the office “for those who are unable to follow the rules.”

“I read the letter, it said there had been quite a few injuries, I said, ‘OK,’ and kept reading,” Chen said. “When I saw no hands-on would be allowed, I just got mad, I got so upset.

“What is happening in our society when our kids aren’t even allowed to be kids any more? “Kids get hurt all the time. What are we going to do next, put them in a bubble to go to school?” Chen said she talked to other moms on Monday and most hadn’t read the letter. Based on what Chen told them, she said, they were appalled.

“I’m not going to tell my daughter she can’t push her friends on the swing,” Chen said. “Do we expect our kids to be robots? How can they possibly do this? They’re five-yearolds – you can’t stop them from running around and having physical contact.”

The most recent indicator that this will be the final “Year of Teacher Education” in BC as we know it is of course the news that brought the 2012-13 school year to an end, inaugurated the summer, and launches the new term. The news rocking the education nation is the Ontario Liberal government’s statement on Modernizing Teacher Education, released on June 5, 2013:

The new Ontario government and the Ontario College of Teachers are modernizing teacher education in the province beginning September 2015. In addition to expanding the program to two years, admissions will be reduced by 50 per cent starting in 2015. This will help address an oversupply of graduates, enabling Ontario’s qualified teachers to find jobs in their chosen field. [see Minister of Education Liz Sandals’ remarks]

For all the new teachers-to-be out there, “this will help address an oversupply of graduates” and enable “qualified teachers to find jobs.” Let’s do the math here…

Depending on your politics, Modernizing Teacher Education is either welcome and overdue, or an attack on young teachers. As Andrew Langille countered on the Youth and Work blogModernizing Teacher Education amounts to a “massive policy blunder:”

The Government of Ontario cynically decided to let universities peddle the impossible dream of becoming a teacher to thousands of students. This is how we arrived at this morning’s announcement – sustained inaction combined with frankly stupid advice from senior bureaucrats in multiple ministries over a decade – with young workers taking a hit due to the rank incompetence of their elders and leaders.

The same processes have underwritten teacher education in BC for over a decade, with admission totals simply defaulted to a quota for tuition dollars and promises of a job market demand for teachers that never materializes, as more and more graduates queue up for substitute, “teacher on call” (TOC) jobs dependent on 5:30 am phone rings to put a meager amount of bread on the next morning’s table.

The same policy blunders seem to apply in the throes of a tanking economy in BC as well, with recurrent cuts to education funding, incentives to privatize or fuel competition between public and independent or private schools, measures to erode, limit, or cut salaries and wages of public sector employees, disintegration of respect for public sector employee bargaining rights, and a sustained degradation of respect for teachers as professionals and intellectuals and as members of an effective union.

The same reactions among teacher education administrators seem to apply again, but now there is an admission that the era of denial of surplus or glut of teachers in BC is over. Following the Ontario Liberals’ announcement of 5 June, SFU Dean Kris Magnusson acknowledged: “I’d be surprised if there is a specific agenda to make some changes [in BC] but I think there’s a will to explore that supply-demand equation.”

It’s acknowledgments like this and changes like those in Ontario that point to significant changes in teacher education in BC as we know it. Although at UBC, we’ve not yet heard a candid acknowledgement of policy blunders and we are still insistent that this remains the era of “Showcasing the very best of what we do in the Faculty of Education for teacher education!

Nonetheless, this is Vancouver and time for a little rain on the UBC Faculty of Education’s parade and crashing the party. It is time to acknowledge that the teacher surplus is no longer a conversation piece removed from the Teacher Education Office’s dialogue on what it means to be or become a teacher.

Student speech in school yearbooks censored, again

Do student comments fame or defame school yearbooks? Apparently, they defame the great works of literature. Thanks to quick-footed censorship, some middle school students’ yearbooks now read like heavily redacted wikileaks documents. In fact, last week one yearbook was leaked to the CBC, which covered the story.

CBC Radio West, June 21, 2013– Konar Sanderson just graduated from Springvalley Middle School in Kelowna. On Tuesday, he received his yearbook. But later that day, Konar says he was forced to black out some of the comments his friends signed in his yearbook. [CBC West host] Rebecca [Sandbergen] spoke with Konar and his stepfather, Tom Metz. Defenders of student speech in school yearbooks will recall a similar incident at a BC secondary school in June 2010: “A Vancouver Island principal is defending a decision to cut a Grade 10 student out of the high school yearbook because of what he said about her in his write-up. Staff at Lake Trail Secondary School used scissors to chop Brandon Armstrong’s picture and comments from about 150 copies of the annual, saving only a single intact copy for Brandon himself.”  Read More: CBC June 16, 2010

The yearbook teacher “said after trying to black-out and white-out the comment unsuccessfully, it was decided that cutting Armstrong’s entry out of every yearbook was the only reasonable option left. Armstrong’s picture also had to go because of its proximity to the text, she said.”

New Issue of Workplace Launched
